The International Assistance department is responsible for all Netherlands Red Cross international support for victims of disasters and conflicts and for vulnerable people exposed to hazards. The Focus of the International Assistance department is on two main areas: Disaster Response and Community Resilience.

• Safeguard and further develop the NLRC long term strategy and vision for the Philippines
• Maintain and further develop relationships with Partners, Donors and other Stakeholders
• Lead the NLRC Country Team in the Philippines
• End responsible for all NLRC supported projects in the Philippines, especially Partners for Resilience 2020.

Background The Netherlands Red Cross (NLRC) has been present in the Philippines since 2011, supporting the Philippines Red Cross (PRC) with Disaster Response and with longer term resilience projects in the thematic areas of Disaster Risk Reduction, Disaster Preparedness, Disaster Recovery, Health, WASH and Livelihood. Ideally, NLRC strives to a cross sectoral and integrated approach with Climate Change Adaptation as a cross cutting theme. In practice NLRC is supporting several projects, all within the Resilience Framework, ranging from WASH, Livelihood, DRR and Disaster Preparedness. A special, longer term project (2011-2020), is Partners for Resilience: an alliance of humanitarian, development, climate and environmental civil society organisations, that promotes the application of Integrated Risk Management (IRM) to strengthen and protect livelihoods of vulnerable communities. The NLRC provides its long term support to PRC with the purpose of building resilience in communities in the Philippines that are exposed to man-made and natural hazards.

Therefore NLRC and PRC have formalized their long term partnership in a Framework Partnership Agreement (FPA), signed in 2015, valid for a period of five years, with a possible extension of another fiver years. The primary aim of this Partnership is to increase the operational capacity of PRC to deliver cost effective and sustainable services to beneficiaries and to improve the operational capacity of the programmatic functions at HQ and branch level. This should ultimately lead to community safety and resilience. Position in the organization The Country Representatives is leading the country team in the Philippines (both Manila and field based staff, total 10 ppl) and reports to the Partnership Coordinator (PC), who is based in The Netherlands.

Key Responsibilities Vision and Strategy development • Safeguard and Implement the Framework Partnership Agreement (FPA) agreed between NLRC and PRC • Take the lead in further developing NLRC’s longterm vision and strategy for the Philippines • Act as the primary resource person within NLRC Country Office, for sharing and providing information on NLRC’s vision and strategy and projects in the Philippines. Partnership Fostering and Development • Maintain effective working relationships with PRC as well as other Partner National Societies in country (especially with the core partners of PRC; SRC, GRC, FinRC, AusRC), IFRC and ICRC • Maintain and foster relations with Donors (especially with TA of DG ECHO and DG DEVCO) • Maintain relations with Netherlands Embassy and ensure proper pro-actively informing the Embassy about NLRC supported projects, especially about the MoFA funded project Partners for Resilience

• Seek opportunities and maintain relations with the Private Sector in country to explore possible partnerships • Seek out and actively participate in country, and the region (when needed), networks, coalitions, alliances, meetings, forums or any other event related to the activities implemented in Philippines • Take the lead in identifying funding and or partnership opportunities in country in line with strategies and priorities of PRC and NLRC. Take a lead role in following these up in a timely manner Project Development and Delivery • Analyse and maintain an in-depth understanding of the development context and key stakeholders • Working in collaboration and consultation with PRC, identify relevant interventions in line with PRC Strategic Plan and NLRC International Assistance Department Strategy • Collaborate with project delegates to develop new proposals, monitor and revise budgets and activities • End responsible for the Financial management and control of - all projects. • Is overall responsible for timely, correct and coherent financial & narrative reporting to NLRC HQ in The Hague on the progress of the Projects implementation. • Safeguard and implement NLRC’s Standard Project Approach (SPA) and NLRC’s Procedures for International Procurement Human Resources, Line management and Office • Foster a positive, fair, participatory and ambitious professional work culture among the NLRC staff • Ensure all delegates timely deliver work plans and adhere to all donor policies, procedures and deadlines • Management of in-country budgets for delegates and for office in agreement with Partnership Coordinator • Ensure all delegates adhere to NLRC’s Standard Project Approach, use the right (budget) formats, follow all NLRC procedures and use the right administrative systems (SPACE 2.0, Winpacs, etc)

• Responsible for managing employee performance, including regular feedback (Mid Term Review) and conducting yearly performance appraisals with all delegates and Head of Finance • Organize missions for the NLRC, other National Societies and external consultants upon request and drafts the terms of references for these missions. Security Management • Ensure that updated Security Regulations are in place, understood and followed. • Disseminate information on security threats to staff in a timely manner • Regularly analyse context, identify risks and validate security rules • Maintain proper documentation of security incidents • Update NLRC’s Country Security Plan as planned • Conduct security briefing for NLRC visitors to the Philippines and involve IFRC/ ICRC

Partner for Resilience Philippines

• Monitoring overall project implementation specifically national level trajectories under PfR 2016-2020 • Represent NLRC in PfR Country Team Meetings at National level • Brief and involved where viable PRC Sr. Management on PfR 2016-2020 lobby and advocacy trajectories • Support capacity strengthening of PRC on policy dialogue, applying Humanitarian Diplomacy • Work with project delegate to pursue dialogues, and align these with ongoing community interventions • Coordinate with Country Alliance Lead on project status, achievements, challenges, budgets & expenditures

Requirements/Qualifications

• Experience in the area of capacity building of NGO’s, preferably of Red Cross and Red Crescent Societies
• Experience in working at managerial level in an international organisation
• Minimum of 10 years international experience in programme management in developing countries, including programme identification, formulation, management, implementation, monitoring and evaluation
• Proven Financial Management experience
• Experience in participatory planning and review techniques
• Experience in providing training and facilitating workshops on capacity building themes
• Working experience in Asia is preferred, as is knowledge on the political, economic and socio-cultural climate of Asia, specifically Philippines
• Able to adhere to policy and procedures of the NLRC whilst effectively managing programmes and people in order to best support and facilitate PRC
• Capable to deal with complex partnerships and culturally sensitive
• Proven experience of large-scale programme management including narrative and financial reporting, financial management, budget preparation control
• Relevant experience in developing and managing DRR/CCA/EMR programmes in Asia
• Strong interpersonal and communication skills
• Able to make sound judgements and decisions
• Fluent in spoken and written English; command of Tagalog is an advantage
