The International Assistance department is responsible for all Netherlands Red Cross international support for victims of disasters and conflicts and for vulnerable people exposed to hazards. The Focus of the International Assistance department is on two main areas: Disaster Response and Community Resilience.

Status: Accompanied posting Purpose of the position Netherlands Red Cross is looking for a Country Representative who will:
- Safeguard and further develop the NLRC long term strategy and vision for the Philippines
- Maintain and further develop relationships with Partners, Donors and other Stakeholders
- Lead the NLRC Country Team in the Philippines
- End responsible for all NLRC supported projects in the Philippines, especially Partners for Resilience 2020.
Therefore NLRC and PRC have formalized their long term partnership in a Framework Partnership Agreement (FPA), signed in 2015, valid for a period of five years, with a possible extension of another fiver years. The primary aim of this Partnership is to increase the operational capacity of PRC to deliver cost effective and sustainable services to beneficiaries and to improve the operational capacity of the programmatic functions at HQ and branch level. This should ultimately lead to community safety and resilience. Position in the organization The Country Representatives is leading the country team in the Philippines (both Manila and field based staff, total 10 ppl) and reports to the Partnership Coordinator (PC), who is based in The Netherlands.
Key Responsibilities Vision and Strategy development • Safeguard and Implement the Framework Partnership Agreement (FPA) agreed between NLRC and PRC • Take the lead in further developing NLRC’s longterm vision and strategy for the Philippines • Act as the primary resource person within NLRC Country Office, for sharing and providing information on NLRC’s vision and strategy and projects in the Philippines. Partnership Fostering and Development • Maintain effective working relationships with PRC as well as other Partner National Societies in country (especially with the core partners of PRC; SRC, GRC, FinRC, AusRC), IFRC and ICRC • Maintain and foster relations with Donors (especially with TA of DG ECHO and DG DEVCO) • Maintain relations with Netherlands Embassy and ensure proper pro-actively informing the Embassy about NLRC supported projects, especially about the MoFA funded project Partners for Resilience
- Experience in the area of capacity building of NGO’s, preferably of Red Cross and Red Crescent Societies
- Experience in working at managerial level in an international organisation
- Minimum of 10 years international experience in programme management in developing countries, including programme identification, formulation, management, implementation, monitoring and evaluation
- Proven Financial Management experience
- Experience in participatory planning and review techniques
- Experience in providing training and facilitating workshops on capacity building themes
- Working experience in Asia is preferred, as is knowledge on the political, economic and socio-cultural climate of Asia, specifically Philippines
- Able to adhere to policy and procedures of the NLRC whilst effectively managing programmes and people in order to best support and facilitate PRC
- Capable to deal with complex partnerships and culturally sensitive
- Proven experience of large-scale programme management including narrative and financial reporting, financial management, budget preparation control
- Relevant experience in developing and managing DRR/CCA/EMR programmes in Asia
- Strong interpersonal and communication skills
- Able to make sound judgements and decisions
- Fluent in spoken and written English; command of Tagalog is an advantage
- A full time appointment (based on 40-hour work week) for 1 year, with the possibility of extension
