Women for Women International is a non governmental organization (NGO) based in Washington DC with country offices in eight countries around the world. Our mission is to provide women victims of war and other conflicts with tools and resources to move from crisis and poverty into stability and self sufficiency, thus promoting a viable civil society.
Women for Women International seeks to fill the post of FINANCE MANAGER for our country offices in South Sudan, based in Rumbek. The Finance Manager (FM) is responsible for ensuring that all Finance & Logistics policies and procedures are in place and correctly implemented. The FM is a member of the country office Senior Management Team and reports directly to the Country Director.
DUTIES AND RESPONSIBILITIES General Accounting / Financial Management & Reporting: 1. Prepare monthly financial reports in the required Women for Women International format and submit by the required dates. Carry out primary communication to HQ about finance related issues (copying Country Director as required). 2. Record all financial transactions on daily basis into the country office accounting system, and submit timely reports each month. 3. Assist Country Director and Senior Management Team with budget preparation, including core activities and specific grant budgets. This includes communicating budget assumptions, assisting with compiling department budgets, making recommendations to Country Director for budget trade-offs and timely delivery of budgets to HQ in the prescribed format. 4. Manage monthly costs of the country office, making appropriate accruals. 5. Provide Senior Management Team with timely and accurate Budget vs. Actual analysis reports, including explanations for large variances. 6. Disseminate updated grant and project coding information to staff as new grants and projects are initiated or discontinued for use on timesheets and coding of vouchers. Also distribute account coding guidelines to staff and verify proper coding of vouchers received prior to data entry. 7. Assist with fulfillment of grant reporting requirements as needed. 8. Manage cash flow, including timely fund requests to HQ. Manage petty cash and country office bank accounts, including monthly reconciliation.
9. Execute all approved payments for vendors /contractors for goods and services received. Ensure effective management of service contracts and timely payments. 10. Ensure that authorization levels are respected in the approval of all payments prior to fund disbursements. 11. Ensure that Annual Audit is carried out in a timely manner as required by the organization. 12. Maintain and monitor an effective Country Office filing system including but not limited to; bank documents; withdrawal slips, transfer records, bank statements, invoices, timesheets, and payroll records.

- Ensure that the internal control procedures and donors regulations are followed for all cash disbursements, receipts, transfers and include appropriate backup for US A-133 compliance.
- The FM is will have access to sensitive and confidential information and is expected to act with utmost discretion and integrity. Logistics Management:
- The FM oversees the Logistics Unit and ensures the effective management of all country office Procurement, Transport, Asset Management, Stores Management, Communications, IT and Security.
- Supervise the Logistics Officer to ensure that all country office procurement is carried out according to established policy and procedures.
- Ensure maintenance of inventory and controls for the Country office fixed assets (i.e., such as vehicles, generators, and computer equipment).
- Maintain and update the inventory list and depreciation schedule for fixed assets. Payroll Management:
- Work closely with the HR & Admin Officer to ensure that Country Office payroll is done in compliance with national tax and labor regulations.
- Manage timesheets for office, ensuring timely submission, approval, accuracy, and filing.
- Ensure the monthly payroll allocation entries are properly calculated, coded, and entered appropriately into accounting system, including review and approval of allocations to specific grants and projects. General Management:
- FM will be required to participate in policy-setting discussions with the Senior Management Team and HQ and communicate policies to local staff.
- FM must also make recommendations for enhancements to policies and procedures to create operational efficiencies and represent the South Sudan office during global finance meetings and cross-functional policy development work groups.
- FM will be required to participate in strategy development and annual operational planning of the country office. Personnel Management:
- Performance manage direct reports in line with Women for Women International’s performance management framework, including the setting of annual performance objectives, development plans, performance appraisal and regular 1:1 meetings regarding progress throughout the year.
- Provide coaching, mentoring and on-the-job training.
Other duties as assigned.
SKILLS AND QUALIFICATIONS • Master’s Degree or other Post-graduate qualification in finance, accounting or business management; CPA, ACCA or equivalent designation is preferred; • At least seven (7) years work experience in Finance position with full accounting and budgeting responsibilities preferably within the INGO environment, including at least three (3) years in a management role; • Excellent computer skills including spreadsheet, database, word processing, presentation, and email along with data entry experience; familiarity with Quick Books Pro accounting software is desirable; • Demonstrated experience supervising subordinates is required; • Highly organized and detail-oriented with strong analytical, reasoning and problem-solving abilities; • Ability to handle confidential and sensitive information with discretion is required; • Ability to work independently, prioritize tasks, meet deadlines and to take initiative; • Fluency in written and spoken English is required; local language is an added advantage; • The FM will be held to the highest ethical standards. • Must be citizen of South Sudan or third country national with valid work permit.
