Humanitarian Programme Manager for Haiti Haiti 24 months contract INT4965
JOB PURPOSE: To strengthen Oxfam's humanitarian capacity in Haiti (priority 1 country) by developing a humanitarian strategy, managing/coordinating emergency response projects/programmes to meet humanitarian needs and to assess and build capacity of Oxfam and partner staff, in line with regional and organisational objectives. Key Responsibilities.
Strategy Development 1. Lead on humanitarian strategy development, ensuring integration of DRR work in both emergency responses and longer-term programmes. 2. Assure joint up thinking, planning and implementation between the humanitarian responses and preparedness and the developmental programme elements. Programme development, including emergency programmes 1. Lead on needs and impact assessment 2. Reporting with recommendations and proposals for Oxfam's response, including recommendations on longer-term humanitarian actions and links to rehabilitation and Disaster Risk Reduction. 3. Ensure that the Oxfam response to humanitarian needs resulting from the impact of natural disasters are delivered in a timely manner and in line with the scale of the disaster 4. Ensure a strategic approach (short term and long term) to the crises, taking into account and building upon country objectives and priorities, including the link between humanitarian responses, DRR and the development programme. 5. Work in close collaboration with the other Oxfam affiliates in and as a lead agency within the Oxfam International framework 6. Work in close collaboration with national and international actors involved in emergency preparedness and response. Programme Management 1. Assure adherence to Oxfam management, financial, HR and logistics procedures 2. Assure proper and timely reporting on donor and Oxfam grants to the Programme 3. Develop and ensure implementation of monitoring and evaluation systems. 4. Maintain communication throughout the country programme, including the region and Humanitarian Department 5. Recruit staff according to Oxfam policies and procedures 6.
Ensure crosscutting issues (gender, protection, HIV/Aids, accountability) are incorporated into programme design and implementation. 7. Being instrumental in the development of an exit strategy and office/project closure and all related activities. Representation and communication 1. Represent Oxfam in relevant meetings and fora 2. Support development and implementation of advocacy strategies linked to the emergency response and future preparedness 3. Lead on evaluations of the humanitarian programmes and ensure learning from the programmes is captured and disseminated accordingly. 4. To coordinate with long term development programme 5. Ensure effective communication about programme impact with stakeholders within and outside Oxfam Capacity Building 1. Lead the development and review of country contingency and preparedness planning. 2. Undertake Oxfam and partner staff capacity gap assessments and draw up reports including assessment results and recommendations for strategic capacity building approaches in coordination with the regional humanitarian team 3. Designing and implementing capacity building activities for Oxfam and partner staff. These could include, training, on-the-job-training, coaching, mentoring, simulations etc. 4. Undertaking basic training for staff and relevant partners on humanitarian principles and Oxfam ways of working 5. To provide technical support, where required, to existing local partners and institutions in emergency programming and emergency response. 6. Skills and Competence
Essential = E Desirable = D 1. Substential field experience in emergency and development programme management in 3 different countries, preferably with non-government organizations and a good understanding of relevant humanitarian and policy issues. (E) 2. Proven experience in leading and coordination Rapid Needs Assessments, planning, report writing skills and starting up emergency response projects. (E) 3. Sound knowledge and ability to apply NGO/Red Cross Code of Conduct, the People in Aid Code, SPHERE, Oxfam International procedures and other regulatory codes. (E) 4. Theoretical knowledge and proven practical experience with capacity building activities, including capacity gap assessments, designing and implementing capacity building activities, coaching and mentoring. (E) 5. Knowledge and experience of integrating disaster risk reduction in emergency responses. (D) 6. Experience in developing strategies and innovative approaches to humanitarian work (D) 7. A proven record of effective project and people management. (E) 8. Knowledge and understanding of monitoring and evaluating programmes and capacity building activities. (D) 9. Analytical and strategic planning skills. (E) 10. Proven numeracy and financial management skills as well as proven proposal and report writing skills. (E) 11. Proven influencing and negotiating skills with internal and external audiences 12. Capability of integration in and coordination with existing Oxfam country teams, Oxfam International as well as with Oxfam partner organizations and support their needs, adaptable and flexible. 13. Confident representation skills. (D) 14. Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts and knowledge an d experience of gender issues . (E) 15. Excellent teamwork skills and the ability to build good relations both internally and externally. (E) 16. Good written and spoken French and English is essential (E) 17. Willingness to travel at short notice, often in difficult circumstances and availability to work for up to 6 weeks in any one location. (E) 18. Experience in working in insecure environments and managing team security. (E) 19. Demonstrable understanding and experience of gender equity issues and their relevance to humanitarian response work. (D) 20. High level of self-awareness, good communication skills, patience and willingness to assume supporting role. (E) 21.
