NDI seeks an experienced professional to assist civic and political organizations in Albania to promote citizen participation, with a particular focus on women, in political life through advocacy and civic education. Primary responsibilities include implementing assistance program to support women’s political participation and civil society development; representing NDI to officials from host and U.S. governments as well as local and international nongovernmental organizations; overall management of NDI’s office in Tirana and development of local staff; and coordination of program activities and spending with NDI-Washington. The position is based in Tirana and will require travel within Albania and other parts of the region.
Background
NDI has conducted programs in Albania since 1991, working primarily with civil society and political parties to promote increased communication between political leaders and the public and greater transparency in political institutions. With funding from the National Endowment for Democracy, NDI currently works with politically active women to improve their advocacy and electoral skills and to advance their participation in politics. To this end, NDI also supports the development of a multipartisan women’s network as it develops the organizational capacity to raise the profile of women in parties and public life and broaden constructive policy dialogue.
Responsibilities
- Oversee implementation of programs and consultations for civic organizations and partners;
- Assist partners with the fundamentals of influencing public policy via workshops and regular consultations on topics such as: message development, advocacy strategies and tactics, strategic planning, building and maintaining coalitions, media relations and outreach to government officials;
- Provide guidance to civic organizations on institutional development and management skills including: leadership skills and strategies, volunteer recruitment and retention, internal communications, transparent financial management practices and organizational sustainability/fundraising;
- Coordinate day-to-day management and oversight of staff in Tirana office, and promote professional development;
- Ensure programmatic goals are achieved and operational and reporting requirements are adhered to;
- Develop new and maintain existing relationships in the donor community;
- Maintain relationships with key partners in government, civil society, and political parties;
- Represent NDI at local conferences and meetings with NGO community, funders and donors and members of the foreign policy community to assist with NDI's public outreach;
- Draft and submit monthly field reports that monitor and measure program results and political developments; and
- Liaise regularly with NDI/Washington regarding all aspects of program development and implementation.
Experience Required
- Bachelor’s Degree in a field of study related to political science, international affairs or public policy;
- Minimum of (8) eight years for a Program Manager and minimum (10) ten years’ for senior program manager of relevant work experience in civil society development and civic or political organizing. Additional years of relevant work experience may be substituted for educational requirement on a one-for-one basis;
- Significant experience building sustainability with civic organizations, preferably in an international context;
- Demonstrable effectiveness in program, financial and personnel management, with strong mentoring skills;
- Exceptional interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, policy makers, US and foreign government personnel, members of donor organizations, and funders;
- Superior oral and written communications skills to effectively present information and respond to questions about NDI’s work;
- Ability to communicate skills and experience to others as a trainer and advisor;
- Exceptional analytical skills for interpreting and managing complex program and political issues;
- Experience working overseas in a non-English speaking, multi-cultural environment and promoting staff development, with experience in Central and Eastern European countries preferred;
- Working knowledge of PC-based word processing and e-mail technology; and
- English fluency (written and spoken). This position is available beginning November 2011.
