Project Manager
Position Start Date: January 2012 Project Duration: 12 months renewable Location: Based in Hebron, travelling weekly to Jerusalem, travelling monthly to Gaza Reporting to: Delegate - oPt Supervises: 8 Tdh staff Contractual Conditions: Swiss salaried contract 3 025 Chf (~2300€) < > 4148 Chf (~3100€) net salary/month according to experience x 13, Annual Leave: 25 days per year. General responsibilities The post holder develops, manages and leads the 3 years Tdh Program titled “Project to Increase the Respect of Children in Conflict with the Law’s Rights at all Stages of the Juvenile Justice System 2011-2014” in the Hebron Governorate and in the Gaza Strip. This project is unique in that it aims to embrace reforms within formal as well as informal justice mechanisms operating in oPt. He/she is responsible for the overall direct implementation of the program in the Hebron Governorate in collaboration with DCI, with whom Tdh has an agreement for providing legal aid to children in conflict with the law.
He/she is responsible for the achievement of the overall objectives outlined in the proposals and for the development of a strong collaboration with the main stakeholders in the Informal and Formal Juvenile Justice systems, as well as other national and international organizations.
Coordination: • Ensures the coordination and communication between all actors - national and internationals - engaged in promoting child protection for children in conflict with the law and assure their collaboration to the projects activities. • Builds up close contacts and working relations with the Ministry of Social Affairs, Ministry of Justice and Ministry of Interior, exchanges relevant information on a regular basis and keep the program up-to-date. • Liaises with the Supreme Court, Attorney General Office and relevant state commissions to support juveniles’ rights. • Participates to the National Steering Committee to advocate for respect of the best interest of the child in all initiatives concerning Juvenile Justice. • Supports and supervises PCHR in the implementation of the project and in their working relations with the authorities and participates in the project Working Group aimed at monitoring project activities and capitalizing best practices.
Provision of technical support: • Supervises the evaluation of JJ system based on UN indicators and participates to the production of recommendation papers to be introduced to the National Steering Committee. • Promotes and ensures that the alternatives to detention and main JJ international standards are further developed and applied in the Palestinian context. • Oversees technical translation of legal analysis to ensure accuracy.
Program implementation : • Develops a work-plan for the project and coordinates its implementation with the team. • Monitors the implementation of the partnership agreement between TDH and DCI. • Elaborates the project monitoring tools and the reporting system. • Monitors and supports the team in order to ensure a high level of quality in the project, including through regular field coaching and participation in activities. • Shares all relevant information with the team and liaises with the main office in Jerusalem. • Enforces the needed adjustments to the project strategy. • Organizes JJ Regional Technical Advisor’s and IT Regional Expert’s missions in Hebron Governorate and in Jordan. • Participates to monthly follow up meeting for project monitoring with PCHR. • Supervises the enforcement of the needed adjustments to the project strategy. • Organizes JJ Resource Person and IT Regional Expert’s missions in the Gaza Strip and in Egypt.
Training: • Develops appropriate training materials and tools in order to promote knowledge about Juvenile Justice Laws and initiates behavior change among members of police, social workers, judges, prosecutors and other relevant actors in the juvenile justice sector. • Organizes trainings according to project documents and Tdh methodology in Hebron and Gaza. • Organizes coaching session for MoSA Social Workers and JJ stakeholders according to project documents, Tdh Resource Person’s inputs and methodological suggestions.
Evaluation / Assessment : • Participates to the yearly internal evaluation in collaboration with the JJ Regional Technical Advisor. • Ensures ongoing documented evaluation of the humanitarian situation and participates in the elaboration of the child protection strategy of the Delegation. • Develops possible synergies with the other Tdh projects in oPt.
Logistic, Administration and Finance : • Implements Logistic procedures in collaboration with Tdh Field Logistician. • Organizes the material resources (vehicles, office). • Responsible of procurements according to Tdh Logistic guidelines. • Manages the Human Resources of the project according to Tdh Staff Regulation. • Informs the Field Administration of every changes in the staff composition (recruitment, end of contract, holydays etc.) • Implements administrative procedures according to Tdh Admin guidelines. • Responsible for the project budget. • Responsible for the monthly forecast for all the duration of the project in collaboration with the Field Administrator. • Undertakes monthly review of expenditures and budget allocations. • Participates in activity and financial annual programming with the Administrative Coordinator and the Delegate.
Reporting : • Provides monthly situation reports to the Delegate. • Produces all necessary reporting for donors and HQ.
Representation : • Ensures formal and informal contacts with local authorities at field and central level and other agencies active in the Hebron Governorate. • Participates to INGO, UN clusters as well as local Authorities coordination meetings. • Ensures contacts with donors representatives in particular for the follow up of activities and development of next projects phases.
Security : • Commits to respect the Tdh security plan and to collaborate to its updating. • Provides the team with regular security updates.
Child Protection Policy : • Commits to respect the Child Protection Policy. • Creates effective key messaging on the protective child right within a Muslim context and initiate awareness rising campaigns with the JJ researchers. • Commits to inform the head office and to deal with any case of any allegations or possibility of transgression, even potential, of the Child
Protection Policy.
Profile: • Master degree or PHD in law or similar education • Previous experience in JJ project
• Working experience in Islamic countries and in similar positions • Fluent in oral and written English, Arabic an asset • Good level of IT tools management • Strong interpersonal skills and good coordinator, is used to work in difficult and demanding circumstances
