POSITION TITLE
Project Manager COUNTRY PROGRAM: Haiti RESPONSIBLE TO: Program Development Advisor STATUS: Full Time, Temporary (Jan 3, 2012 – July 31, 2011) SUPERVISORY CAPACITY: Resident Engineer, Cost Manager, Construction Foremen, Quality Control and Safety Specialist


PROGRAM DESCRIPTION/MISSION 
The goal of the Cap Haitien Shelter Program is to provide 750 dwellings to the people who have been affected by the 2010 earthquake in the Port-au-Prince area. The goal of providing these units in Cap Haitien is to decongest the overcrowded capital and encourage IDPs to migrate to the Cap Haitien Development Corridor where a new Industrial park and a new port are planned. The program also aims at providing safe, durable and affordable housing models that the Government of Haiti (GOH) can adopt to reconstruct the affected areas in other low income housing settlements. The program will serve to meet the backlog of shelter by increasing IDP access to safe, durable and affordable housing within development corridors in Haiti.


PRIMARY PURPOSE OF POSITION 
The Project Manager will be responsible for the coordination of construction activities, schedule, and documentation.


PRIMARY DUTIES/RESPONSIBILITIES

Program Implementation • Supervise a staff of skilled and semi-skilled local field staff in construction techniques, logistics and follow-up of projects. • Develop shelter support package to households. • Develop program plan including distribution and procurement schedules. • Ensure program accountability through implementation of ARC’s procurement policies and procedures and reporting in line with ARC and donor requirements for distribution, procurement, stock and asset management, as well as program quality monitoring and evaluation, and verification. • Distribution of project supplies; setting up of distribution sites.

Representation • Reporting and coordination with donors, local authorities and partners on progress, planned activities and impact. • Consultation with intended beneficiaries, local partners and authorities to identify appropriate intervention considering needs, targeting criteria, local context, availability of supplies and program resources, and capacity of beneficiaries.


QUALIFICATIONS 
• Background in Civil engineering and/or Construction management. • Minimum 10 years experience in the construction industry; 3 years of which shall have been in a managerial position. • Implementing shelter projects in complex emergency or post-conflict settings preferred. • Excellent interpersonal and team skills. • Demonstrated ability to work in a fast-paced environment with tight deadlines, effectively managing multiple priorities. • Highly motivated self-starter who takes direction well, but also works independently. • Extremely flexible with the ability to cope with stressful situations. • Fluency in Haitian Creole, French, and English.
