NDI is seeking a Resident Director with strong management skills and democracy and governance experience to oversee the implementation of its multi-sectoral democracy support program in Nigeria. The Resident Director will be based in Abuja and will oversee the implementation of program activities, leading a diverse team of talented and experienced national and expatriate staff. S/he will be NDI’s principal liaison with Nigerian political and civil society organizations, the Government of Nigeria, the U.S. Agency for International Development (USAID), and other members of the donor community.. The Resident Director will report to the Institute’s DC-based Regional Director for Central and West Africa and is expected to closely coordinate with the Washington-based staff.
Job description
- Oversee the implementation of NDI’s programs in Nigeria
- Lead and manage national and expatriate staff on a daily basis
- Strengthen the capacity of NDI staff to develop and implement program activities in accordance with program objectives and work plans
- Coordinate, with NDI/Washington, timetables and staff assignments for developing proposals, budgets, work plans, and reports and ensure documents reflect NDI priorities, strategy, needs and objectives
- Represent NDI to Nigerian government officials, election authorities, elected officials, political parties, the US Embassy, USAID, DFID, other donors, and local and international non-governmental organizations
- Develop and maintaining office and personnel management systems
- Ensure adherence to both NDI and donor financial regulations and the respect of procedures that guarantee the integrity of all financial transactions
- Manage the in-country program budget and ensure the submission to NDI’s Washington office of accurate monthly financial reconciliation statements
- Supervise the writing and timely submission of monthly program activity reports, monitoring and evaluation data, periodic updates on political developments and other program related materials
- Coordinate Abuja-based staff and office security with NDI head office in Washington, D.C
Experience Required
- Bachelor’s degree in preferably in international development, political science or management; graduate degree preferred.
- Solid democracy and governance background with a minimum of fourteen (14) years of experience in senior-level program management, including office operations and the management of fiscal and human resources
- Comparative experience working in multi-cultural settings, and a demonstrated ability to thrive in a challenging environment
- Substantive senior-level political experience, such as working for a legislature, executive branch, or political party
- Demonstrated ability to conduct excellent political analysis
- Experience implementing or overseeing political development programs, preferably in Africa
- Familiarity with Nigerian politics
- Proven ability to manage multi-million dollar budgets and to effectively lead and manage multi-national staff of more than 25 people
- Effective interpersonal, communication, and networking skills, and a demonstrated ability to build and maintain professional relationships
- Demonstrated problem solving skills
- Strong oral and written communication skills in English
- Familiarity with USAID and DFID funding mechanisms
- Knowledge of PC-based word processing and spreadsheets (Microsoft Suite), e-mail and internet technology
