Job description ■In close collaboration with the Area Manager, manage, coordinate, develop and expand NRC’s Shelter projects in Puntland ■Guarantee the continuation of ongoing shelter activities and initiate complementary ones ■With the Area Manager, be overall responsible for the recruitment of Shelter staff ■Manage NRC Shelter staff in Puntland, providing on the job training as required to increase the capacity of the team, local partners and IDPs ■Prepare/ develop narratives and budgets for proposals in collaboration with the Area Manager and Management team in Nairobi ■Prepare monthly reports of all NRC Shelter activities in Puntland, and as required by donors ■Manage and monitor program finance and budgets, ensuring that all project activities are in accordance with budget lines ■Revise budgets as required; ■Quality control of all Shelter activities – travel regularly to all the NRC construction sites ensuring that all constructions are in accordance with norms and standards; ■Ensure a constructive cooperation with other NRC programs in Puntland, local authorities, other international and local NGOs as well as the UN Agencies ■Actively participate in the NRC Puntland and Horn of Africa overall strategic processes and contribute to the elaboration of a Shelter strategy for the Horn of Africa ■Develop a relevant Shelter strategy for Puntland, in line with the NRC shelter policy and the Shelter strategy for the Horn of Africa ■Participate in relevant meetings ■Any other task relevant to the position as requested by the Area Manager

Qualifications ■Relevant experience and/or higher education, preferably within architecture or engineering or related fields of study ■Min 3 years field experience, preferably from refugee/IDP/returnees shelter programmes in complex emergencies and with experience from working in a difficult security environment, including experience with remote management ■Practical experience with planning and execution of school and housing/construction projects ■Experience in capacity building and training of workers ■Experience in staff management ■Experience of management of projects to deadlines ■Experience in logistics/ admin management ■Experience of coordination and advocacy work ■Significant understanding of complex emergencies and crisis contexts ■Demonstrated management and leadership skills ■Financial skills including budgeting ■Training skills ■Proven communication, interpersonal and leadership skills ■Fluency in English ■Proficiency in Somali and /or Arabic an asset. ■Political and cultural awareness and experience of working where insecurity is a major issue ■Computer skills ■Proven skills in report/proposal writing ■Holder of a valid international driver’s license ■Knowledge of the political situation in Somalia an asset ■Knowledge of UN system and experience with field level coordination with UN organisations, INGOs, Donors and authorities
We offer ■Commencement: January 2012 ■Contract period: 12 months with possible extention ■Salary/benefits: According to NRC’s general directions, approximately NOK 51800,-(€ 6680 ) per month, and free housing of moderate standard. Please note that tax fees may occur for some countries.
■Duty station will be Bosasso, Puntland. Recreational and social facilities are very limited in Somalia. International staff members are required to live in joint accommodation in Somalia.
