Terms of Reference Climate Change Risk Assessment Consultant German Red Cross and Australian Red Cross
Job Title: Climate Change Risk Assessment Consultant Program: Disaster Risk Reduction / Climate Change Adaptation Location: Hanoi and possible travel to the targeted provinces in Mekong Delta Expected time frame: 10 person days between 5th and 18th January 2012
Background
Vietnam Red Cross (VNRC), German Red Cross (GRC) and Australian Red Cross (ARC) are part of the world wide Red Cross and Red Crescent Movement. The Movement is neutral and impartial, and provides protection and assistance to people affected by disasters and conflicts. With the challenges of weather related disasters in Vietnam, VNRC has worked towards integrating climate change adaptation in its disaster risk reduction efforts. It has also shown its commitment to tackle the issue of climate change by making it a focus priority in its “Program Strategy 2020”. As partner national societies, the German Red Cross and the Australian Red Cross are committed to support VNRC in developing initiatives in climate change adaptation/mitigation.
Purpose of the Assessment
To facilitate workshops and support the report writing of climate risk assessment in specified areas of Vietnam. This assessment will serve as the basis for future design of VNRC, ARC and GRC disaster risk reduction and climate change adaptation/mitigation program
Deliverables – the consultant will be responsible for the following:
1) Composition of a Situation Analysis Report to include the following: - Effects of climate change on specific locations - Damage and losses already incurred which were caused by weather events - Reasons for and levels of vulnerability and adaptation potentials of target groups - National policies and specific initiatives in the project region - Adaptation and mitigation measures already implemented in the target areas
2) Facilitation of two two-day climate risk assessment workshops most likely in two provinces in southern Vietnam
3) Composition of a Climate Risk Report The report concludes the study by providing an analysis of climate risk and options for action in identified sectors (e.g: livelihood, agriculture, natural resource management, etc)
Methodology
- Desk research supplemented by dialogue with scientists, weather services, specialist institutes, local authority administration, international donor organizations, NGOs and representatives of the target groups
- Dialogue with government representatives, partners and donors
- Validation of sector-related information from relevant ministries/departments and the scientific community
- Graduate degree in environmental sciences, natural resource management, planning, international/community development or related field
- Fluency in English and Vietnamese
- Relevant experience in the design and implementation of disaster risk reduction and/or climate change adaptation
- Demonstrate understanding of the network in the climate change sector in Vietnam
- Experienced in workshop facilitation
- Excellent report writing skills in English (applicant must provide an English writing sample)
- Knowledge of the Red Cross Red Crescent Movement an asset
