ACF is an international non-governmental, private, apolitical, non-religious and non-profit organization created in 1979. Its goal is to combat hunger and dangerous situations that threaten men, women and children. Currently 500 expats and more than 5,000 local employees are working for ACF in more than forty-six countries working in projects concerning four areas of focus: nutrition, health, food security and water and sanitation.
ACF Swaziland is currently running an European Union funded project, which aims to close on the 31st of December 2011. The mission will have to be closed on the 31st of March 2012.
ACF-Spain is looking for a Logistics Support in Swaziland mission.
OBJECTIVES AND RESPONSABILITIES
Objective 1: Responsible for the closure of the office and the finalization of the EU project.
- Design the Logistics strategy and prepare the logistics action plan in relation with the logistics assistant and the Head of mission;
- Organize and manage the equipment (donations and transfers), the in-kind donations according to the donor rules;
- Finalize and follow-up the important procurement files (External evaluation, financial audit, shipment…);
- Identify the suppliers and negotiate the transport files with the transport companies and the freight forwarders. Analyze and make sure the customs procedures are respected;
- Ensure the closure of the on-going suppliers contracts;
- Prepare and realize the sale of small equipments and office items following ACF procedures and local law criteria;
- Ensure that the important documents are identified and sent to HQ, and ensure that the relative documents are destroyed according to local laws and ACF/donors procedures;
- Ensure the logistics structure is adapted to the needs (projects and support to the closure of the mission);
- Follow-up the Cost Coverage Plan and the Budget Follow Up in order to make sure that the expenses are well planned and well spent;
- Capitalize the information on the closure of the office and mission scaling down (lessons learnt, problems, to be improved, documents created…)
Objective 2: Participate to the proposals design as a logistics focal point and prepare the implementation of future projects
- Design the logistics strategy of the mission in assessing the gaps, local context, needs, quality improvement of support…;
- Realize a mission capacity assessment in order to foresee the gaps to be filled in with the further project implementation;
- Participate to the design of the new proposals in order to make sure that the logistics needs are cover in regards with the mission and with the project implementation;
- Participate to the review of the mission logistics structure in proposing a support organization chart and job profile in accordance with the proposals pending approvals and the logistics strategy;
- Prepare the recruitment of the logistics team in writing the advertising document, the tests and the interview grid.
Objective 3: Responsible for the management of logistics activities in the mission and to ensure the application of ACF procedures
- Ensure the logistics contribution in the project funding cycle: formulation, implementation and reporting;
- Supervise the logistics team;
- Ensure visibility guidelines of ACF and donors are respected. Supply Chain, Fleet management (vehicles), Equipment, Communication and ICT policy: make sure procedures are respected;
- Reporting on a monthly basis.
Objective 4: Participate in improving and managing the security of the mission
Objective 5: Limit the risks of corruption and mitigate the financial risks related to Logistics through control and the application of ACF procedures.
PROFILE
- Strong Logistics background.
- Field logistics experience mandatory. ACF logistics experience much appreciated.
- Experienced in closing mission or base much appreciated.
- Strong human resources management and communication skills.
- Experience in working in with local authorities or/and suppliers required.
- Ability to adapt within stressful environments and within an intercultural team.
- Proficient in Computer Skills (IT maintenance, good level in Excel, Word, PowerPoint).
- Very good level of English required.
WE OFFER
- House and maintenance cover by the organization.
- Formal contract of work (2 months)
- Salary: from 1.200€ to 1.800 € gross per month according to candidate’s previous experience + responsibility plus ( according to standard list of ACF – Spain)
- ACF-Spain remuneration system allows a salary progression based on the annual development appraisal
- Travel costs to and from the mission.
- Per Diems.
- 25 working days of holidays per year.
- Travel and accident insurance and repatriation on account of the organization.
