The IRC implements a comprehensive program in Liberia across three sectors, four counties and seven field offices. In addition to programming in health, gender based violence education and livelihoods; the IRC provides assistance to Ivorian refugees in two counties. The operational demands of the program are significant, and range from vehicle fleet maintenance to timely procurement of goods and materials. The IRC seeks an Operations Coordinator for a short-term assignment to focus on a core set of deliverables. Under the supervision of the Deputy Director, Operations, the Operations Coordinator will play a central role in improving the efficiency and implementation of programs. Based in Monrovia with up to 75 percent travel to field sites, s/he will work closely with the national Operations Coordinator, Field Coordinators and field Base Managers to ensure effective operations and sustainable standard operating procedures:
Core Responsibility:
• Ensure IRC Operational policies, including security, HR, procurement, inventory and IT, are in place, compliant with IRC and donor policies, and implemented at the field offices and harmonize systems, policies and procedures related to operations throughout the field offices. • Assist in the review of the field office operational budgets and strategic plan and lead on field based processes for the development of subsequent cost monitoring and analysis tools and plans. • Work with the national Operations Coordinator to ensure that Procurement Management is done on planned, timely manner and Fleet management is well organized and coordinated with all sectors. • Support and coordinate with the head of field offices to strengthen the IRC operational procedures in each office, in all aspects of procurement, stock management, asset management, and vehicles/fuel management. • Work with the national Operations Coordinator to update and finalize all authorized and contracted suppliers for the main office and all field offices. • Work with the DDO to strengthen the drugs inventory management recently developed in all IRC warehouses and facilities and make sure to reinforce the internal control and auditable concepts. • Work with the national Operations Coordinator to strengthen the management of the IRC vehicles and generators and ensure regular preventative maintenance occurs through reputable garages and fuel consumption remains within acceptable levels and affordable budgets. • Lead the process in the disposal of all unserviceable equipment and assets as per IRC and donor regulations; • Work with the DDO to build the operational staff capacity and skills as required through on job trainings on daily basis and other trainings as it fits. • Visit field sites regularly and assess operational situation and report obstacles to Deputy Director Operations with proposed solutions. • Any additional task assigned by supervisor as the job requires.
Minimum Qualifications:
• Advanced university degree preferred in logistics, administration or related field, with demonstrated experience in logistics and administration in a post conflict and field based setting. • Minimum five years experience working with an international NGO in the areas of operations and logistics, and ability to work to deadlines in challenging environments. • Comprehensive knowledge of operations and logistics systems and procedures, such as fuel management, asset disposal and budgeting. • Ability to train and mentor staff in creating sustainable operation systems • Excellent written and oral communication skills • Able to problem solve and work with a variety of people in different contexts.
