Senior Advisor for Organization-wide Monitoring - International Rescue Committee, New York

The International Rescue Committee (IRC) is one of the largest humanitarian agencies in the world, providing relief, post-conflict reconstruction, and development support to survivors of oppression and violent conflict. The IRC has worked for over seven decades and today is involved in over 25 low-income, conflict-affected, and post-conflict countries. We address both the immediate, life saving needs of people in emergencies and the development needs in post-conflict societies.

The IRC is working to improve our monitoring systems to track our progress, influence the field, and inform strategies. We seek a Senior Technical Advisor who can stimulate organizational change by designing and implementing a measurement strategy, coordinating monitoring approaches and initiatives across the IRC, and influencing the technical direction of these initiatives. This person would sit with the IRC’s Research, Evaluation and Learning Unit, which aims to improve humanitarian aid and development through rigorous research and evaluation, using multiple methods from a wide range of disciplines.

The job requires a mix of operational and technical skills, a strong knowledge of measurement issues across technical sectors in humanitarian, post-conflict and development settings, and an ability to find compromise and develop consensus among a diverse group of people. The Senior Technical Advisor would report to the Director of Research and Evaluation and work with senior leadership at headquarters and with field teams across multiple countries. The position will be based in NYC and start as soon as possible.

Scope of Responsibilities • Develop and implement an organization wide monitoring framework that allows the IRC, a diverse organization in terms of sectors, funders, and projects, to rigorously and consistently monitor programs and use monitoring to improve program quality; • Pilot the framework; • Lead in-depth review and evaluation of the framework using qualitative and quantitative methods; • Assess current monitoring systems and staff capacity at country, regional and technical levels; • Facilitate clarity on key roles and responsibilities for monitoring throughout the agency; • Develop resources and strategies to increase use of monitoring data in program decisions; • Cost out elements in fundraising plans or proposals to support relevant initiatives.

Candidate’s profile The Senior Technical Advisor in Organization-wide Monitoring and Measurement should have the following qualifications: • Advanced degree in the social sciences with emphasis on measurement (Masters or PhD); • 8-10 years of professional experience with demonstrated skills in data analysis, developing measures, developing monitoring systems (including database design), collecting data (with preference for electronic methods) and using data for decision-making in operations and technical sectors on a large scale; • Experience coordinating across technical and operations teams, consensus-building and translating technical measurement concepts for non-technical staff; • Knowledge of the trends and issues in international aid monitoring, knowledge management and measurement; • Experience in developing country and/or conflict-affected contexts; • Strong oral communication and presentation skills; • Proficiency in French preferred. The chosen candidate will be a proven team player with the ability to develop a vision and design and implement strategy. The candidate must be willing to travel up to 30% of time.
