Digital Communications Officer
Summary: Pact’s Mekong Partnership for the Environment (MPE) project is a four year initiative to increase multi-stakeholder access to regional platforms to improve environmental outcomes on regional development projects. The Digital Communications Officer will serve as lead technology advisor and manager for MPE on-line communications, platforms and other e-products. S/he will advise and oversee the design, development and maintenance of an online learning platform, social media, e-blasts and other MPE on-line applications to engage partners and other target groups. S/he will work with MPE component leads and engage technical support and freelancers as required. S/he will also oversee and liaise with Pact Thailand IT support consultants and firms.
The Digital Communications Officer reports to the Media and Communications Director.
Specific Duties: • In consultation with the MPE Media and Communications Director develop and brand MPE’s on-line presence and products • Ensure best-practice search engine optimization and other tactics to reach MPE audiences, • Provide recommendations for innovative technology applications for internal and external communications, knowledge management and learning (with emphasis on two way digital platforms) • In consultation with MPE Communications and Governance teams design and maintain MPE social media presence and properties • Advise on the conversion of print documents and information into e-content formats • Advise and ensure that MPE and Pact Thailand offices are set up and properly equipped to launch and manage creative, inter-active and effective e-learning and digital communications tools • Advise Pact Thailand on country office IT policies and protocols (particularly as these pertain to intellectual property and privacy considerations) • Manage and oversee Pact Thailand’s off-site IT support service consultants. • Manage IT procurement including maintaining contacts with vendors, obtaining quotes and tracking purchases • Performing other duties as assigned.
Minimum Qualifications: • Strong knowledge and fluency in digital communications and social media tools and technology • BA and or BS/Msc and at least 4 years of relevant experience (or equivalent) • Strong English communication and writing skills
Preference for: • Previous experience in development of digital communications. • Experience in virtual networking, on-line campaigns, etc.
