Indonesia, Save the
Children currently works in eleven provinces, has staff of
approximately 170 local professionals, and programming in Child
Protection, Education, Health and Nutrition, Disaster Risk Reduction,
and Humanitarian Response. Save the Children in Indonesia is seeking
to fill the following position:
Sr. Program Officer – Communication & Advocacy
1 position, based in Belu – NTT

Role purpose:
To inspire breakthroughs in the way the
world treats children, and in line with our theory of change, Save the
Children aims to be a credible and powerful voice for children; because
of this and in support of the marketing/fundraising
elements of our approach, we know that behavior change communication,
advocacy work and community outreach and mobilization are critical to
Save the Children success.
The
Senior Project Officer Communications and Advocacy will work with the
Project Coordinator as well as Program Manager on the communication and
advocacy work of BELAJAR Project and will support programs to develop
and deliver
communication strategies, also produce quality communication products.
He/she will support enabling programs to
generate and make effective use of communication and media – either
related to local stakeholders, nationally and/or globally– to help raise
awareness of BELAJAR's work, shape attitudes
towards shared vision, influence decision-makers and help to inspire
people to support and get involved in our work – helping children in
need in Belu area and NTT in general.
The Senior Project Officer Communications
and Advocacy will develop and implement communication and advocacy
strategies that are ambitious and creative and coordinate the delivery
of these strategies in a collaborative manner.
The post holder will work alongside
program teams and Communication and Advocacy Department at Country
Office to organize events, identify and generate story opportunities,
s/he will react to major breaking stories, develop regular
newsletter, IEC Materials, and fact sheet, write newsworthy press
materials (press releases, case studies, media briefings), s/he will
also push out press messages on key social media networks, such as
twitter and Facebook. The post holder will also work on
various methods in gathering evidence, mobilize resources, ensure child
participation, do monitoring and evaluation for every steps in advocacy
cycle.

Dimensions: Save the Children currently implementing Education project funded by NZAID – Better Literacy for Academic Result (BELAJAR)[1] Project.
The BELAJAR project will work with educators and communities to
improve literacy outcomes for early year primary students in Belu,
NTT; to address these important constraints to education quality in the
area while leveraging other current and future Save
the Children projects to maximize effectiveness and efficiency. The
Literacy Boost result in Belu district, NTT province will address key
gaps in primary education quality and community mobilization in support
of education. These actions will lead to improved
attendance and performance in school.
KEY AREAS OF ACCOUNTABILITY:
Communications Indonesia Country Office
- Manage all the behaviour change communications/community mobilization and logistics elements of events organised by BELAJAR Project, in regards with the project sensitizations and awareness raising work, donor visits, employee engagement activities, community engagement activities, PR related events and others as required.
- Write
and edit case studies, success stories and work with graphic designers
and videographers to promote the successes and activities of the
programs within BELAJAR and/or Save the Children's Indonesia country
office through newsletters, fact sheet, Xtranet
pages, Save the Children microsites, brochures/marketing materials and
other SCI newsletters.
Communication and media work in emergencies - If requested, to be deployed as an information and communications officer
- Support deliver quality communication and media work in emergencies, based on Save the Children guidelines on communication in emergencies
- Timely dissemination of media products to key media contacts in an emergency
Communication and advocacy support for program impact and sustainability - Support programs in developing and implementing communications, community mobilization and media capacity, including standard communications deliverables, media products, spokespeople and social media as well as community mobilization and engagement strategies
- Coordinate and facilitate journalists' visits to Save the Children programmes
- Lead in the production of communications and media products for significant events
- Develop and implement advocacy cycle for education sector in Belu and NTT
- Take lead in gathering evidence, mobilise resources, ensure child participation and monitoring and evaluation for any advocacy work
- Handle and document complain and feedback mechanism in coordination with MEAL officer for BELU Project
- Work and discuss with MEAL Officer to establish the complain and feedback mechanism database system
- Work closely with BELU team especially Easter Nusa Tenggara Manger, Project Coordinator and MEAL officer to develop the Advocacy Plan
- Maintain and archive the advocacy activities and data
- Work with Programme Manager to complete the AMT (Advocacy Montoring Tools)
Networking and partnership - Develop and maintain partnerships with local government, media, communities and relevant stakeholders
- Represent the BELAJAR Project in national networking/coalitions meetings when required
QUALIFICATION
Qualifications and experience - Degree or equivalent in communications, public relations or related areas
- At least 5 years experience in communications, advocacy, media, event management or public relations in a non profit organization or private sector or relevant experiences.
- Excellent written and verbal communication skills in English and Bahasa Indonesia
- Ability to work fast, effectively and independently in often high pressure environments, working across a number of teams to deliver high communications and advocacy output.
- Sound grasps of different communication tools.
- Good understanding of the use of media to undertake campaigns and advocacy work.
- Sound understanding of the major economic, social development and poverty issues as well as child rights issues in Indonesia.
- Experience in working in multicultural environment,
- Innovative and creative approach to problem solving.
- Commitment to Save the Children values.
- Experience of, and willingness to travel in the country, sometimes at short notice and for extended periods of time
