Aquaculture Communication and Outreach Specialist
The
USAID Maximizing Agricultural Revenue through Knowledge, Enterprise
Development and Trade Project (The Project) is seeking an Aquaculture
Communication and Outreach specialist to provide technical assistance to
identify and introduce farmers to AquaFis, new social networking and
extension platform that enables small, medium and large shrimp farmers
to share information to improve feed management practices, disease
control and implement standards.
Project Background
The
USAID Maximizing Agricultural Revenue through Knowledge, Enterprise
Development and Trade Project (The Project) promotes more sustainable
and efficient use of aquaculture and fishery resources in the
Association of Southeast Asian Nations (ASEAN) region. Given the scale
and scope of the challenges in ASEAN’s aquaculture, the Project will
focus on demonstrating viable models and partnerships for improving
aquaculture practices and fisheries management, and promoting their
adoption in the region through multiple public and private sector
partners. The project will develop new and strengthen existing
partnerships between governments, private sector, farmer groups and
non-profits to work collaboratively to improve the use of aquatic
resources in ASEAN, reduce the negative impacts of existing production
techniques, protect the livelihoods of millions of small scale
operators, and improve the policy environment for sustainable and
inclusive aquatic resources management.
Objective of Assignment
The objective of this assignment is to provide technical assistance in reaching out to farmer groups in promoting and using the system. The consultant will work with MARKET and 8Villages from the time of beta testing the system in Shrimp Club of Indonesia (SCI) farmers in Banyuwangi to identify and introduce at least 1,000 medium to small scale aquaculture farmers to Aquafis.
Responsibilities:
The consultant will undertake the following tasks:
- Assist MARKET and 8villages to beta test the system with a selected group of farmers. In doing so, the consultant will identify group of farmers who will be most interested in participating in the testing process. He/she will facilitate a training session conducted by 8villages for these farmers. Furthermore work with the selected farmers during the testing period to identify and address any issues they may have.
- The consultant will identify other potential farmer groups starting from Banyuwangi, East Java area. He/she will then organize several outreach and training meetings conducted by 8Villages in partnership with MARKET to theses farmer groups and follow up on getting the farmers to register on AquaFIS as members.
- During the implementation period, continue to reach out to new farmers as well as liaise between groups of registered farmers and the Project and 8Villages to address any issues the farmers may have.
Qualifications
The consultant must have:
- 3+ years’ experience working on community based development projects.
- A degree in Aquaculture from a recognized university is preferable.
- Fluency in Bahasa Indonesia and have a working knowledge of English.
- Previous community based marketing or outreach experience preferable.
- Ability and willingness to travel to the provinces of Indonesia to promote the activity amongst potential member farmers (shrimp and tilapia).
- Excellent interpersonal and communication skills.
- Qualified candidates from Banyuwangi/Surabaya preferred.
Level of Effort and Period of Performance:
The consultant will work for no more than 60 work and travel days between July 15, 2014 – February 15, 2015.
