Chemonics International Inc., a leading
international consulting firm, seeks to fill the following long-term, full-time position for the Indonesia Changes for Justice (C4J)
project funded by the U.S. Agency for International Development (USAID). The primary objective of the C4J
project is to improve the performance of Indonesia’s justice system, a
prerequisite for good governance and sustained economic growth, through
cooperation with the Supreme Court and Attorney General’s Office (AGO) of the
Republic of Indonesia.
STRATEGIC COMMUNICATIONS SPECIALIST
Job
Responsibilities
The
Strategic Communications Specialist is responsible for providing strategic
direction, coordination and technical input into three C4J project components’
communications plan, in compliance with USAID regulations and the contract
signed by USAID and Chemonics. Public communications, public awareness, and
public affairs are common themes to all components, as well as being a specific
output. As such, there is an overarching responsibility to ensure that all
public awareness, public relations, and media products are of the highest
quality, and are consistent with the C4J objectives, and adhere to any
restrictions required by USAID and Chemonics. The Specialist is expected to
fill this overarching responsibility by working closely with the other communications
specialists, Chief of Party (COP), and Deputy Chief of Party (DCOP), and
coordinate with the other technical experts and project staff in:
- Sustaining and broadening reforms in the Supreme Court;
- Sustaining and broadening reforms in the Attorney General’s Office; and
- Providing timely assistance for special initiatives needed to advance justice sector reform.
The Strategic Communications Specialist
will at all times adhere to and act according to the Chemonics Professional
Code of Ethics (“Living Our Values”) and will make the principles of the Code a
part of the project’s culture and standard operating procedures.
The
Strategic Communications Specialist will ensure a good and professional
relationship with the Supreme Court and Attorney General’s Office and other
counterparts within the Government of Indonesia.
Under direction of the COP and DCOP, the
Strategic Communications Specialist will contribute to the annual work plan
contract specifications.
The Strategic Communications Specialist
will be ready to undertake other project duties as required by the COP and/or
DCOP as required.
The Strategic Communications Specialist
will collect and provide data to the DCOP and the Monitoring and Evaluation
Specialist for relevant indicators related to public communication, public
awareness, and public relations in all project components.
Reporting
The
Strategic Communications Specialist will report directly to the COP. He/she will prepare
regular oral and written progress reports that demonstrate the status of
project activities toward expected results, as well as other reports as
required.
As
teamwork is crucial to the success of the project, the Specialist will also
coordinate work with other project staff working as a team, as per direction
from the COP and DCOP.
Qualifications
and Salary
The
Strategic Communications Specialist is responsible for delivering guidance and
coordinating all technical assistance activities related to public
communications, public affairs, and public relations to the Supreme Court and
the AGO with limited supervision. The Specialist shall have a minimum
five (5) years of professional experience with public communications and public
information and work with the media. Prior experience and an understanding of
the Indonesian justice sector, and the bureaucratic reform process, are
required. In depth technical knowledge of the Supreme Court and/or AGO’s public
affairs needs is preferred.
Prior experience with technical assistance projects and work with donor-funded
projects is preferred. Written and verbal fluency in English and Bahasa
Indonesia is required. Strong inter-personal and communication skills are
required.
Compensation will be
negotiated with Chemonics International and will be based on the consultant’s
demonstrated salary history, professional experience, education and training,
and market factors.
Time Frame
This
long-term, full-time position is available immediately and is expected to last
for the duration of the project. The
project begins on 15 May 2010 and ends on 11 May 2015.
