This request for expressions of interest follows the General Procurement Notice for this project that appeared in dg Market, issue no. 4577029 of November 10, 2009.

The Forum for Agricultural Research in Africa (FARA) has received a grant from the Multi-Donor Trust Fund (MDTF) towards the cost of implementation of the Comprehensive African Agriculture Development Program (CAADP) Pillar IV strategy of the African Union’s New Partnership for Africa’s Development (AU-NEPAD).

FARA intends to use part of the proceeds to the following consultant services:

TO ENGAGE A FIRM TO PROVIDE INTERPRETATION AND TRANSLATION SERVICES TO THE FARA SECRETARIAT.

FARA is the Forum for Agricultural Research in Africa, an umbrella organization bringing together and forming coalitions of major stakeholders in agricultural research and development in Africa. FARA complements the innovative activities of national, international and sub-regional research institutions to deliver more responsive and effective services to its stakeholders. It plays advocacy and coordination roles for agricultural research for development, while the national agricultural research systems (NARS), advanced research institutions (ARIs) and international agricultural research centres (IARCs) develop and promote the adoption of improved technologies and policies along the research-to-development continuum in their respective countries and jurisdictions. Since its establishment in 2002 FARA has been able to develop several African-wide initiatives through consultation with stakeholders.

In view of the foregoing, FARA seeks to engage a reputable Firm to provide high calibre interpretation and translation services under a time-based contract agreement for services to be performed in various parts of Africa

OBJECTIVES
The objectives of this assignment are to:
  • Provide consecutive and simultaneous interpretation services (English/French/Spanish/Portuguese/Arabic) during various meetings, conferences, workshops, and roundtable activities. 
  • Provide translation services (English/French/Spanish/Portuguese/Arabic) when needed.
SCOPE
Specifically, the firm will undertake the following tasks:
  • Simultaneous/consecutive interpretation services during: 
    • Major meetings;
    • Conferences;
    • Workshops 
    • Meetings between FARA and International and National Partners.
  • Provide translation of: 
    • Modification/Changes/comments made by meetings and conferences participants;
    • Reports from Consultants/Partners/Counterparts as well as FARA’s Progress Reports;
    • Legislation, advocacy and various information materials;
    • Documents of meetings; 
    • Correspondence to FARA/international counterparts and vice versa.
FARA now invites eligible consultancy firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Firms should have a proven record of conducting similar assignments for organizations similar to FARA for not less than 5 years.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Firms may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A firm will be selected in accordance with the Selection Based on the Consultants’ Qualifications (CQS) method set out in the Consultant Guidelines.
