Norwegian Church Aid is recruiting a WASH advisor for secondment to
The Lutheran World Federation's CAR Program. The WASH advisor will
provide technical and managerial advice to the WASH sectoral work that
LWF is carrying out in CAR.
The project is implemented in the rural area of Bouar (duty station
for this position) and Bohong in Nana Mambere and Ouham Pende
prefectures of CAR. These are prefectures that have been identified as
some of the most affected regions of the country and are also some of
the least-served by the government and the international humanitarian
community.
The project will last five months and provide a key injection of
expertise and capacity building support to the LWF team as they begin
implementing the CHF funded response to WASH needs in the community, it
will also allow expansion of WASH activities through dedicated funding.
Job description:
- To develop a plan for technical capacity building of LWF WASH staff and partner personnel, based on a mix of techniques (on the job training, workshops, formal trainings)
- To support capacity building for local staff and communities through recruiting, and training of hygiene promoters and other relevant WASH staff
- To ensure high technical quality throughout the implemented WASH activities ensuring that they are carried out using best practice and according to Sphere standards
- To be responsible for advising, planning, implementing and reporting of WASH activities with the LWF WASH team: to support the work on water source development (rehabilitation, installation, operation and maintenance, water quality testing, training of local committees), and on sanitation and hygiene promotion (institutional and household level sanitation promotion, hygiene campaigns and community mobilization activities, development of IEC materials, training of local committees)
- To ensure that all WASH activities are planned and implemented in a gender sensitive, participatory, sustainable and cost-effective approach
- To support the procurement of WASH materials according to LWF policies and procedures
- To create channels for dialogue between the WASH response and the affected population, to ensure appropriate technical interventions and allow LWF to be held accountable for the WASH program
- To prepare: internal monthly report for LWF Project Coordinator (cc LWF team leader and NCA Oslo WASH team) where activities are clearly identified with their reference donor; external reports according donors guidelines
- To support coordination of all WASH related issues in the area of intervention, regularly attend inter-agency and cluster coordination meetings at prefecture level and when relevant at national level, ensuring co-ordination and joint planning with WASH cluster, other stakeholders working in the area, local leaders, authorities and other LWF/DWS sectors
- To work in close contact with the LWF Project Coordinator, the LWF team leader, the LWF WASH consultant and the NCA WASH team in developing ideas and documents for new projects
Qualifications:
- Minimum 3 years work experience in WASH and project management
- Relevant higher education in specific fields (hydrogeology, civil engineer etc.)
- Experience in setting up and operating technical water equipment
- Experience in developing sanitary installations
- Experience in developing hygiene campaigns
- Experience from humanitarian work
- Very good knowledge of French, both written and spoken
- Good knowledge of English
