The Deputy for Technical Leadership will provide high-level, strategic direction across EMAS technical teams to ensure technical excellence and quality programming. In this capacity, s/he will oversee and harmonize technical and operational strategies and approaches to support integrated and high-impact programming. The Deputy will lead the synthesis of EMAS’s learning and experience to influence widespread uptake of EMAS approaches by national and sub-national stakeholders, in close collaboration with the Chief of Party and Senior Policy Advisor.

- Apply global experience in achieving impact at scale to pursue strategic partnerships and mechanisms that promote uptake of successful approaches. Identify strategic priorities and implement strategies to build commitment among influential stakeholders for scaling up successful approaches beyond EMAS target areas. Devise strategies to address stakeholder needs and ensure program learning objectives and activities are aligned with national and sub-national priorities.
- Oversee the development and implementation of the learning agenda to address stakeholder needs and evidence requirements to support sustainability, replication and influence at scale. Provide technical leadership and guide the process of synthesizing program, experience, and outcomes. Identify strategic dissemination priorities and appropriate avenues for sharing EMAS experiences and outcomes with relevant national and global audiences, in collaboration with the Senior Policy Advisor.
- Provide technical leadership and guidance to ensure strong integration among quality improvement, referral, M&E, program learning and scale up strategies and activities.
- Oversee achievements of individual technical components and provide strategic technical direction to promote best practices and/or accelerate progress to achieve optimum program impact.
- Ensure technical excellence and quality, incorporating and adapting global evidence and experience as relevant.
- Ensure that technical program activities are aligned with causal pathways and supported by evidence, and rebalance level of effort when out of alignment with results achieved.
- Provide clinical expertise and technical assistance in the areas of maternal and newborn health to the MOH and participate in key Ministry-led technical working groups. Apply clinical knowledge and global experience to increase the depth and strength of local technical capacity in the areas of emergency maternal and newborn care.
- Work closely with Deputy for Program Operations to maintain productive and consistent communication and coordination across program and technical staff.
- Represent EMAS in professional circles through meetings, conferences and presentations.
- Serve as acting COP in COP’s absence.
- Advanced degree, MD or PhD preferred, but not required.
- 20+ years of experience working within global public health. Expertise in international maternal and newborn health programming required.
- Significant management experience and strong interpersonal skills. Experience leading and managing a diverse team of professionals.
- Able to think strategically and to balance rigor with pragmatism.
- Prior leadership/manager experience working within, or leading, large donor-funded programs.
- Demonstrated ability to develop strong working relationships across various cultures and with government stakeholders. Experience in SE Asia strongly preferred.
- Native speaker of English, Bahasa language skills preferred.
- Excellent written and oral communication skills.
- Diplomacy and skill in communicating technical issues with diverse professionals and cultures.
