Arbeiter-Samariter-Bund (ASB) is one of Germany’s oldest and largest social welfare organisations with over 200 offices and a membership of 1.2 million. ASB has been working in Indonesia in partnership with the Indonesian Ministry of Home Affairs since 2006.
ASB’s work in Indonesia focuses on inclusive community empowerment to reduce risks and build resilience and self-reliance. The provision of technical assistance to government implementing partners is also a core focus of our work. ASB’s Indonesia Office is an innovator in the delivery of large-scale community and school-based DRR projects and is a co-founder of the DiDRRN network. The office is actively engaged at the regional and international DRR policy levels with a particular focus on ensuring inclusion post-HFA.
ASB is currently seeking expressions of interest from qualified and committed individuals for the following position:

Programme Development Manager

Location: Yogyakarta, Indonesia with travel in-country and the Philippines.
Duration: 12 months (with possible extension)
Start: October 2014

Summary of job profile:
ASB’s Indonesia Office is seeking to expand our scope of work both in-country and via local partner organisations in the Philippines. A core focus, with potential for replication by local partners, will remain on delivering practical inclusive DRR solutions at scale. However, additional emphasis is to be placed on emerging understandings of resilience within a whole-of-community approach to risk reduction and establishing effective linkages with broader government-led programming.

The core responsibilities of the position are envisaged as two-fold: 
  • Oversight, quality establishment/maintenance and effective delivery of partner implemented programming in the Philippines.
  • Programme development support for the Indonesia Office and technical capacity building to national colleagues in Indonesia.
Successful applicants will be expected to demonstrate a strong track record of innovative programme design/delivery combined with proven experience of transferring relevant technical expertise to varied stakeholders.

Required competencies:
  • Advanced degree in development studies or similar. Comparable experience considered. 
  • Minimum 6 years of relevant experience with progression of responsibilities. 
  • Strong understanding of community based approaches and relevant first-hand application of participatory methods. 
  • Proven track record of delivering DRR/CCA and/or livelihoods programming.
  • Expertise in health and/or education may also be considered beneficial subject to clear justification. 
  • Strong training/capacity building background.
  • Excellent analytical skills and the ability to productively critique and present practical alternatives. 
  • Excellent communication, representation and presentation skills. 
  • Commitment to the principles of inclusion with understanding of the diverse needs of highly at-risk groups including gender and disability considerations. 
  • Financial management experience an asset.
  • A good understanding of the emerging post-2015 development context a distinct advantage. 
  • Sound understanding of the Southeast Asian context with relevant country experience preferred. 
  • Working knowledge of appropriate local language preferred. 
  • Creativity and the ability to seek practical solutions a necessity.
