The Swiss Red Cross (SRC) is part of the Red Cross and Red Crescent Movement – the world’s largest independent humanitarian organization. The Movement has three parts: the National Societies, the International Federation of the Red Cross and Red Crescent (IFRC) and the International Committee of the Red Cross (ICRC).
The SRC has over the years supported the Philippine Red Cross (PRC) in responding to disasters across the country. For our recovery program related to the impact of Typhoon Haiyan we are looking for a delegate in the function of
WASH Delegatebased in the Philippines.
In Capiz – on Panay Island – the German Red Cross (GRC) and SRC have bundled its resources and have formed a consortium whereas GRC is the leading agency. The consortium is supporting PRC with the implementation of an integrated multi-sector approach. For the implementation of this present project, the approach comprises the sectors of shelter, WASH and DRR. The SRC WASH Delegate supports the PRC Chapter in implementing the WASH component according to the agreed project document. The WASH delegate will be seconded to the GRC.
Role and Responsibilities:
- Based on preliminary results, conduct specific WASH assessments.
- Develop and refine the WASH intervention, strategy and methods and develop detailed project implementation documents with a strong focus on DRR.
- In close cooperation with PRC and other relevant partners, supervise and coordinate the preparation, implementation and follow-up of the WASH activities, including purchasing procedures, beneficiaries selection, implementation, monitoring and evaluation
- Provide technical support to PRC.
- Set-up and maintain the M&E system for the project components; produce adequate monitoring and project reports according to SRC and GRC requirements.
- Carry out close financial management and budget control.
- Identify HR needs for WASH works and monitoring, including training and supervision of local staff and volunteers, in close cooperation with the project managers of PRC.
- Ensure communication, coordination and cooperation with communities, local authorities and all relevant stakeholders in the project area, incl. technical coordination with IFRC as cluster lead in the sector of shelter and construction.
- Facilitate knowledge sharing and capacity building within the consortium and with partners in regards to WASH and DRR.
- Education as a water supply engineer or similar and strong professional development in WASH
- At least 5 years working experience in the domain of community based WASH and DRR
- Min. 5 years experience in the coordination and management of post-disaster programs
- Minimum 3 years of proven experience in leadership
- Experience in market analysis/assessments
- Experience in elaborating reports
- Analytical and strategic planning skills (Project Cycle Management-PCM)
- Outstanding financial controlling and monitoring skills
- Very good written and spoken English is essential (working language)
- Experience in working with the Red Cross/Red Crescent Movement is an asset
