The
Indonesian International Education Foundation (“IIEF”) is an Indonesian
not-for-profit organization specializing in international education and
capacity development through the administration of various programs in four
core areas of: Scholarship and Fellowship
Management, Capacity Development Initiatives, Services to Education, and
Testing and Certification.IIEF manages numerous programs sponsored by
various major international donors and funding organizations. IIEF (http://www.iief.or.id) is a local partner organization of
the Institute of International Education (“IIE”), one of the world’s largest
and most experienced international education and professional exchange

IIEF is
seeking candidates for a Finance and
Administration Manager position for the Program to Extend Scholarship and
Training to Achieve Sustainable Impact Phase Two (PRESTASI II) funded by USAID/Indonesia. PRESTASI II is a
five-year program whichprovides opportunities for Indonesians to earn Master’s
degrees in selected fields primarily from a university in the U.S. (http://www.prestasi-iief.org).
JOB DESCRIPTIONS RESPONSIBILITIES
- Responsible for developing and implementing financial and administrative procedures such as: payroll, bookkeeping, insurance, budget and cost control, personnel policies, accounting functions, procurement procedures, contracts, inventory management and control procedures, security of facilities, and financial reporting in alignment with IIEF and USAID rules and regulations.
- Review the Finance Officer during the daily operations of Finance and Accounting, including supervise of Administration staff in order to record Petty Cash transaction.
- Monitor budget, monthly financial statements and forecasts, and maintain rolling cash flow projection, including bills payable.
- Monitor division manager’s actual cost and recoveries versus budgeted cost and recoveries and review monthly reports.
- Ensure all project and subcontractor expenses are in line with USG and IIEF rules and regulations.
- Prepare and submit the PRESTASI fund requests and/or invoice to USAID. Ensure the monthly fund requests are accurate and complete.
- Analyze burn rate against the planned work plan numbers in collaboration with the COP.
- Review quarterly and annual budget report prior submitting to COP.
- Respond to USAID requirements for quarterly financial forecasts and reports.
- Stay up-to-date with current financial regulations, including tax liabilities.
- Support human resource management activities in collaboration with the Chief of Party, including confidential maintenance of all personnel files and development of HR templates, tools, processes, and policies, as necessary.
- Coordinates processing of personnel actions, including confidential information.
- Oversee the procurement function of the Project and monitoring of tax and duty exemptions.
- Oversee project assets inventory management and approval of disposal and acquisition proposals.
- Directly supervised all subordinate under the Finance and Administration Division.
- Review staff compliance with time and expense policies and procedures.
- Coordinate annual performance reviews of all project staff.
- Responsible for the project closed-out
- Closely coordination with Alumni Specialist for overviewing finance matters of ALPHA-I.
- Monitoring budget and actual of ALPHA-I Program.
- Assist ALPHA-I to monitor grantees for finance step.
REQUIREMENTS:
- Bachelor’s Degree in Finance, Accounting or Managementrequired or Master’s Degree is an advantage
- A minimum of 4 years project accounting experience within NGO of related experience at the national and/or international level in development program, and scholarship program preferably within a bilateral/multilateral development agency, including employment with a non-profit organization with a proven track record of success
- Working knowledge of SUN and Project Cost Management Systems
- Familiar with Sun System Accounting Software
- Strong knowledge in Microsoft Office Suites (Word, Excel, PPT, etc.)
- Honest, accurate, and punctual
- Ability to communicate effectively in oral and written communication in English and Bahasa Indonesia
- Team player attitude, ability to think, plan, create and successfully work with others
- Ability to build and maintain relationships in order to deliver on results
- Ability to maintain confidentiality
- Proven record of attention to detail and work under pressure is required
- Excellent time management skills and have ability to be flexible in working hours and days.
- Successfully candidate will be expected to start immediately
- Strong oral communication skills, including demonstrated experience in public speaking.
- Ability to communicate effectively in oral and written communication in English and Bahasa Indonesia
