PROGRAM OFFICER – SUSTAINABLE ENVIRONMENT GOVERNANCE (SEG)
The
environmental destruction, economic loss and abuses of rights that
characterize the highly centralized forest sector in Indonesia have been
well documented. Many of these problems
stem from a natural resource Governance regime which is non-transparent
and highly skewed in favor of immediate commercial exploitation of
resources at the expense of sustainability and equity. Whilst these
problems are pervasive, there have been important advances in the last
five years, and many opportunities exist to work towards a paradigm
change in which forest resources are managed for the benefit of
Indonesian people in more accountable and sustainable ways. Small
sporadic changes can be traced from within related government agencies
indicated by daily discussions and practices to build foundation for
decentralized forest management.
It is noted that changes can be
afforded through this
momentum of change in response to currently debated climate and forests
governance that require inclusion of affected communities and
indigenous peoples’ voice.
In
responding to a wide environmental issues including natural resources,
Kemitraan has developed programs and iniated projects that have been
working on the current issues related to forestry governance. Through
the Sustinable Environment Governance (SEG), Kemitraan is managing a
number of project such as: Forestry Governance Program phase 2, a three
years project supported by the Royal Government of Norwegia, scalling
up of Communty Based Forestry Management (CBM) implementation in
Indonesia supported by the Ford Foundation, and Improving Forestry and
Land Use Governance supported by CLUA (Climate Land Use alliance).
Beside these project, SEG is also managing a Europe Union
project for
Strengthening State and Non State Actors in Implementation VPA
(Voluntay Partnership Agreement), a scheme between Indonesia and EU for
ensuring legality of timber trade exported to europe countries. SEG is
also working on developing some new project intiatives on Forest
Management Unit, Payment for Environment Services, and Green
Development, and expanding cooperation and collaboration with related
Government agencies, Civil Society Organizations, International
agencies, and Donor Agencies.
Under
the guidance and supervision of the Program Manager Sustainable
Environment Governance, the Program Officer is responsible for the
management of the Project(s) under his/her portfolio. The Program
Officer shall contribute in analyzing trends related to governance
reform on relevant areas under the portfolio of the Program Manager and
lead consultations
with
multiple stakeholders, formulation of program and projects, management,
monitoring and evaluation of program and project activities within
his/her portfolio. He/she shall provide policy advice services and
actively participate in resource mobilization efforts.
The
Program Officer supervises and leads project team and ensures effective
activities of project staffs based on the agreed plan and budget. The
Program Officer works in close collaboration with the other
Program/Project and Operation teams including resource mobilization and
communication, governance assessment unit, and monitoring and evaluation
team, Government officials, multilateral and bilateral donors and civil
society elements in ensuring successful Partnership’s program
implementation, vision and mission.
