The Asian Disaster Preparedness Center (ADPC), established in 1986, is a regional non-profit foundation with headquarters in Bangkok, Thailand supporting the advancement of safer communities and sustainable development, through implementing programs that reduce the impact of disasters upon countries and communities in Asia and the Pacific. The primary geographical focus of ADPC’s activities is Asia with the South, South East and East Asia being the primary sub-regions.
ADPC has more than 29 years of working experience in Asia along with the national and local Government of its charter member countries as well as countries of the Regional Consultative Committee (RCC) on Disaster Management. SERVIR is a global program that provides scientific and technical know-how to help developing countries use geospatial information and technologies to achieve sustainable development. SERVIR Mekong will promote the use and availability of publicly available satellite imagery and related geospatial decision-support tools/products to help key stakeholders and decision makers in Myanmar, Cambodia, Laos, Thailand, and Vietnam better predict and manage floods and other natural disasters, improve agricultural risk management, manage land-use more sustainably, and help governments and communities increase resilience to the negative effects of climate change. Funded by USAID, and with lead scientific and technical support from NASA, SERVIR Mekong is being implemented by ADPC with inputs from consortium partners Spatial Informatics Group, Stockholm Environment Institute, and Deltares. Statement of Intent:
ADPC is currently looking for a suitable candidate for the position of Business Intelligence (BI) Officer. As part of the SERVIR Mekong Team under the Office of the Executive Director, the BI Officer will support ADPC management to enhance organizational decision-making by producing internal and external business intelligence for the Lower Mekong countries for the fields being addressed by SERVIR Mekong and ADPC. Specifically, the BI Officer will contribute to expand the work and influence of ADPC and its programs by identifying potential donors and preparing business plan information as necessary. The incumbent will obtain, analyze and evaluate a variety of information, as well as organize, interpret and present it in meaningful forms for varied audiences leading to sound decision-making and programmatic-level fundraising for SERVIR Mekong with broader implications for ADPC as a whole.

Required Qualifications and Specification:
- Advanced degree, or combination of degrees and certificates, on program management, business administration, economics, and/or a related field (such as geospatial sciences, disaster management, natural resource management, climate risk management, agriculture, environmental science, social development or international development).
- Strong analytical skills, including the ability to integrate data from multiple sources.
- Minimum 5 years of working experience doing business development (business intelligence, business planning, etc.) and a related field (such as geospatial sciences, disaster management, natural resource ,management, climate risk management, agriculture, environmental science, social development or international development) in the Lower Mekong countries and/or the broader Asia-Pacific region.
- Demonstrated experience in business intelligence, business planning and development, budget preparation and networking.
- Capable of designing and conducting surveys (online and field-based) and analyze survey results.
- Excellent writing skills in English.
- Proficient in the use of MS Excel, Access and other statistical analysis software.
- Strong networking capacity and understanding of variety of fundraising
- Familiarity with the context of disaster risk reduction in the Lower Mekong countries and/or the broader Asia-Pacific region.
- Strong interest to learn and contribute to the development and implementation of project/programs;
- Team Player, excellent interpersonal skills and elements to lead a team in multi-cultural environment;
- Experience with both qualitative and quantitative data analysis.
- Undertake new challenges and be a creative problem-solver.
- Willing to frequently travel in the region.
- Conduct donor mapping exercises to identify the priorities and needs of the bi-lateral and multilateral community. Cross-walk donor priorities with a needs assessment from national governments in the region.
- Develop ADPC’s quarterly business intelligence survey reports with trend analysis and a draft business plan for SERVIR Mekong by the close of the performance period.
- Assist the COP and DCOP in the implementation of the sustainability roadmap as well as to identify and access a diverse range of fundraising sources (donors, foundations, private capital) to expand ADPC’s work in the Lower Mekong countries.
- Monitor and evaluate progress on SERVIR Mekong sustainability roadmap. In addition, track concept notes, proposals and obtain feedback from donors to strengthen ADPC’s proposal development and knowledge management processes. Work closely with Department Heads to improve business intelligence.
- Other tasks as assigned by the supervisors.
- Reports directly to the SERVIR Mekong Chief of Party and Deputy Chief of Party
- Works closely with other staff of ADPC, especially thematic Department Heads and ADPC Directors.
