The United Nation’s Convention on the Rights of the Child (CRC) is the cornerstone of all our programmes. This Convention represents the recognition by the international community that not only do children deserve to be protected, but that they have a right to be so. These rights have been enshrined in this almost universally accepted treaty and have subsequently been incorporated in national legislation in an overwhelming majority of the world’s nations.

The organisation invests in education, training and capacity
enhancement, in raising awareness among children, youth and adults. To
seek justice for the victims, Terre des Hommes Netherlands encourages
children and their families to report abuse and child exploitation
cases, offers legal aid and social protection, trains and assists
police, public prosecution offices and justice departments. Victims can
also count on Terre des Hommes Netherlands and partners for assistance
during police investigation and legal proceedings. Terre des Hommes
Netherlands always works together with local partners.
To advocate and promote the rights of children, Terre des Hommes
Netherlands organises media campaigns to raise awareness, conducts
research into the scale and nature of abuse and exploitation as well as
lobbying for attention and change. The organisation follows and seeks to
influence policy makers on local, national and international levels to
adopt, ratify, maintain and enforce legislation to prevent child
exploitation and to protect victims of such practices.
Structure of the organisation and position within the organisation
Terre des Hommes uses a matrix business model to structure its organisations. ICT driven innovation is at the heart of the organisation. A Thematic Programme Manager is in charge of leading, implementing and monitoring the CSEC Programme in Asia. This Thematic Programme Manager reports hierarchically to the Head of Programmes in The Hague and functionally to the Regional Representative in Asia. The Technical Expert CSEC works within the Technical Expertise Unit (TEU), will advise on the design, the implementation and the evaluation of the Asia CSEC Programme through research and advocacy, and reports hierarchically to the Head of the Technical Expertise Unit and functionally to the Thematic Programme Manager CSEC and works closely with the Regional Finance & Administration Manager, and Regional Marketing & Communication Officer. The TEU will work closely together with the Programme Implementation Unit (PIU) to achieve the strategic goals of Terre des Hommes Netherlands. Objective of the position
Terre des Hommes has the ambition to become the Centre of Excellence Against Child Exploitation. The Technical Expert on Commercial Sexual Exploitation of Children in Asia will profile Terre des Hommes Netherlands as an expert organisation in the fight against it.

Specific Objectives:
- To deliver technical information (papers, track records, best practices and lessons learnt) to the Asia CSEC Programme of Terre des Hommes Netherlands, thus translating the organisational Theory of Change into concrete programmes and activities that protect children in the programme countries;
- To report hierarchically to the Head of the Technical Expertise Unit and functionally to the Thematic Programme Manager CSEC; to work closely with the Regional Representative in Asia, Head of the Technical Expertise Unit, the Regional Finance & Administration Manager, and Regional Marketing & Communication Officer to research and write high-quality funding proposals for a myriad of donors;
- To realise a strong linkage between programme, country or thematic level outcomes and research and advocacy;
- To review the technical approaches and provide evidence-based input for programme development;
- To lead the policy influencing and advocacy efforts in the region, by developing, disseminating and facilitating the use of advocacy tool-kits and sharing information on local, regional and global advocacy initiatives and to maintain strategic links with key duty bearers and stakeholders such as governmental bodies, regional bodies, UN agencies, INGOs and other local NGOs/CSOs, by identifying collaborative and/or networking opportunities for Terre des Hommes Netherlands;
- To build upon the profile of Terre des Hommes Netherlands as an expert on Commercial Sexual Exploitation of Children in Asia, and occasionally Africa, Europe, and The Americas, by participating in relevant networks and presenting our work at relevant forums and conferences;
- To provide updated evidence-based information for proposals and possible donors;
- Related PMEasy roles: senior contributor for design and conceptualisation of programs and senior implementer for reporting and managing of programs on content related to the CSEC expertise vested in the job description; and
- The TEU members are responsible for the quality, monitoring and execution of the research agenda as agreed in the PMEasy programs.
Child Protection specific objectives
- To lead the continuous assessment of child protection needs and gaps in the region in order to ensure that these are appropriately reflected in project strategies and interventions; and
- To identify new trends and developments in the area of child exploitation, particularly in relation to the Commercial Sexual Exploitation of Children.
Expected Key Results
- Terre des Hommes Netherlands is internationally recognised as an expert in the area of Commercial Sexual Exploitation of Children;
- Terre des Hommes Netherlands and its programme partners are recognized for effective and sustainable programmes;
- Terre des Hommes Netherlands will be be awarded one significant award per year to combat Commercial Sexual Exploitation of Children in Asia; and
- Terre des Hommes is leading in the regional and local advocacy and the messages are taken on by target groups.
Knowledge and experience
- Researcher with in depth knowledge of Commercial Sexual Exploitation of Children in Asia with publications in academic magazines (proven analytical and report writing skills is essential);
- Experience in preparing and presenting to national, regional and global fora;
- Five years of experience in a similar position in a similar organisation
- Experience of working on with human rights treaty bodies, especially those relating to children;
- Extensive knowledge and experience on children rights issues;
- Excellent interpersonal and communication skills are a must;
- Proven experience in capacity building of civil society organisations;
- Experience with Child Rights based programming;
- Experience with Lobby & Advocacy;
- Knowledge of the political, religious and social structures of the respective countries in the region and the relevant languages.
