Tetra Tech ARD is currently accepting expressions of interest for the
Decentralized Governance Specialist, Jakarta based,
on our USAID LESTARI project. USAID’s LESTARI project supports the
Government of Indonesia to reduce greenhouse gas (GHG) emissions and
conserve biodiversity in carbon rich and biologically significant
forest and mangrove ecosystems. LESTARI runs from 2015 through 2020,
and focuses on seven landscapes in Aceh, Central Kalimantan and Papua.
Job
Summary: The Decentralized Governance Specialist is responsible for
mentoring the LESTARI Landscape Governance Specialists and LESTARI
government partners to adopt principles of reduced GHG emissions through
LEDS and increased biodiversity
conservation in LESTARI landscapes in Aceh, Central Kalimantan and
Papua by appropriate adjustment of effective regional spatial plans,
medium term development plans (RPJMD) and annual budgets. S/he
identifies and capitalizes relevant opportunities to strengthen
coordination vertically between National, Provincial, District and
village cluster levels as well as horizontally at each level in line
with Indonesian Laws and regulations. The Decentralized Governance
Specialist also promotes specific tools developed by
LESTARI to improve local governance for LEDS and biodiversity
conservation, such as a Sustainable Investment Screening Tool that
incorporates increased transparency of natural resource licensing.
Requirements
include previous experience facilitating decentralized governance
initiatives in spatial planning, development planning and budgeting;
familiarity with USAID procedures and regulations; and demonstrated
ability to play collegial
and leadership roles in multi-disciplinary teams. Master’s degree in in
related field required.
