The Johns Hopkins Center for Communication Programs Vacancy: M&E Officer - Indonesian

The Johns Hopkins Center for Communication Programs (JHCCP), a not-for-profit human development organization, combines the science and art of strategic communication to help people around the world make better choice for themselves, their families and their communities. The mission of JHCCP is to use its core strengths — strategic behavior change, knowledge management, advocacy, capacity building and research and evaluation — to achieve these goals. We are currently seeking a qualified candidate for the position of M&E Officer in Jakarta.

Project Description: The Reinvigorating Family Planning in Indonesia (“My Choice”) is a two-and-a-half year project funded by the Bill & Melinda Gates Foundation. It is designed to contribute to the Government of Indonesia’s family planning goal to increase the nation’s mCPR (modern Contraceptive Prevalence Rate) by addressing barriers to supply and demand issues in 11 selected districts. The project is in the process of building its team and is looking forward for a team player and motivated individual to fill this position.

General Position Description: Under the overall guidance of the Senior Community Outreach and Program Coordinator, the M&E Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner. Specifically, s/he will carry on the following functions and roles:
  • Develop monitoring plan based on the project indicators and strengthen monitoring, inspection and evaluation procedures as of provide support and guidance on project monitoring and evaluation activities and reporting requirements. 
  • Monitor and evaluate overall progress on achievement of results and the sustainability of the project's results;
  • Recommend further improvement of the logical frame work and provide feedback to the Program Coordinator on project strategies and activities for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks; 
  • Assist in coordinating across the available components of the Project to ensure effective implementation of M&E/MIS
Minimum qualifications: s/he should 1) have a bachelor or master degree in relevant discipline, preferably in public health, social science, development studies, communication, information management or other relevant academic background; 2) have five+ years professional experience in planning processes, performance management, monitoring and evaluation, capacity building in large governmental or international organization; 3) experience in working with international organizations and a good knowledge of NGOs and other local development agencies will be considered an asset; 4) good communication and have excellent command of spoken and written English; and 5) computer skills (Microsoft Office) and MIS systems.
