Trias, a Belgian
development NGO working with local organisations in 14 countries in
Asia, Latin America, and Africa is looking for an experienced and
motivated individual to fill the post of Programme Officer responsible
for the strategic and operational management of our programmes in the
Philippines.
YOUR FUNCTION
As Programme Officer, you will be responsible for the strategic and operational management of Trias programmes in the Philippines. You will be in charge of the coordination of programme development and implementation in the respective intervention areas, and in developing new programmes in accordance with Trias strategic framework and the Philippine tactical plan. You will lead the operational translation of the programmes, guide the team in the implementation, monitoring and evaluation, and support the partners in the management of the programme cycle. In 2016, focus will be on the development of the new programme 2017-2022 and the end-evaluation of the current programme.

You will work in a team
of nine staff comprising of technical experts and finance and external
communication staff under the direct supervision of the Country
Director. You will be based at the Country Office in Quezon City with
at least 50% of travels to Bicol.
YOUR RESPONSIBILITIES AND TASKS
- Lead the management of the programme “Creating Movement through Movements 2014-2016” towards social, economic, and environmental sustainability
- Lead quality programme development, particularly the new programme 2017-2022
- Lead programme planning, monitoring and evaluation at the level of the Country Office
- Support the partners with the management of the programme cycle
- Promote exchange and learning, coordination and cooperation at the level of the partners and Trias team and lead knowledge management at the Country Office
- Contribute towards synergy development and strategic cooperation with other stakeholders, networking, external communication, and promotion of Trias’ work

You have the following qualifications:
- Bachelor/Masters of Science degree by preference in economic sciences; management, business administration, entrepreneurship, accounting, development economics; agriculture, or other social sciences
- Minimum 8 years of experience in the field of socio-economic development, rural development, and area development, micro-enterprise development
- Proven technical skills in market integration, marketing and promotion, (social) enterprise development, agricultural development and value chain development, financial services
- Hands-on experience with management and M&E of multi-partner and foreign funded programs
- Technical skills in program development, project cycle management, M&E
- Training and facilitation skills
- Strong written and oral English communication and excellent interpersonal skills
- Experienced user of Excel, and other MS Office applications. Database development or statistical analysis experience is a plus.
WHAT DOES TRIAS OFFER
We offer a contract that starts as soon as possible until end of December 2016 with possibility of extension in the 2017-2022 programme. The compensation package includes a salary based on Trias salary grid in due consideration of your relevant experience, medical and travel insurance, government mandated benefits, and other benefits.
