CARE Canada is currently seeking a Monitoring, Evaluation and Learning Manager in Ottawa.

CARE Canada’s Monitoring, Evaluation and Learning (MEL) team exists in support of CARE Canada’s ambition to increased program quality, with a focus on results, learning and accountability. The team provides support to programs to develop and implement high quality MEL plans and processes, promote evidenced-based learning and support the reporting to CARE Canada donors as well as to CARE Global.

The Monitoring, Evaluation and Learning Manager will play a crucial role in implementing CARE Canada’s knowledge framework, developing innovative MEL systems that contribute to CARE’s ability to measure impact, track performance against targets and mobilize lessons from nutrition programming, especially around gender equality and women’s empowerment. The Global Health Monitoring, Evaluation and Learning Manager will ensure high quality monitoring and evaluation for all nutrition programs, incorporating continuous learning into programmatic thinking and practice. The position will be responsible for assessing performance and evaluating outcomes and impact, with a focus on gender equality, ensuring that information and data collected is analyzed and used to improve ongoing programs; is incorporated into donor reports; and is used for proposal development. S/he will build staff capacity at HQ as well as in the relevant Country Offices to carry out quality MEL.

What you offer:
  • At least 5 years' experience monitoring and evaluation health or social programmes
  • Demonstrable practical expertise in developing project/programme performance indicators for social-impact programming. Familiarity with common development sector practices - logic models, logical frameworks, indicators.
  • Strong facilitation and interpersonal skills and understanding of how these skills can be applied to the planning, delivery and evaluation of MEL activities.
  • Demonstrated training in monitoring and evaluation of programmes using qualitative and quantitative data collection methods.
  • Up to date knowledge of monitoring and evaluation standards and qualitative and quantitative methodologies.
  • Extensive and demonstrable expertise in developing and / or managing impact and evaluation methodologies in complex settings.
  • Knowledge and experience of donor reporting, in particular for projects operating at multiple sites.
  • Excellent written and spoken communications skills in English
  • MA/MSC in relevant fields such as economics, public health, international development, anthropology, gender, behavioural sciences
