Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an
international cooperation enterprise for sustainable development with
worldwide operations. Its corporate objective is to improve people’s
living conditions on a sustainable basis.
Locally Appropriate Mitigation in Indonesia (LAMA-I) is a joint program by the National Development Planning Agency (BAPPENAS) and World Agroforestry Center (ICRAF), funded by the by the Danish Government (DANIDA). LAMA-I supports the commitment of the Indonesian government mitigating climate change in land based sector by strengthening the sub-national governments (particularly districts) to develop and integrate low carbon development plan strategy into local development plan (e.g. RPJMD, spatial planning). LAMA-I is structured into three work packages which are closely interlinked:
- Work Package 1: to develop policies and mechanism at national and sub-nationals supporting the development and mainstreaming of low carbon development strategy into local development plans
- Work Package 2: to develop analytical tools and methods for low carbon development strategy formulation in participatory way
- Work Package 3: to develop the capacity of stakeholders, particularly the local governments, on developing and mainstreaming low carbon development strategy into local development plan
LAMA-I is seeking one qualified Indonesian candidate for one year assignment (February 2016 - January 2017) which include three months of Prohibition period with a possibility for extension. The candidate is for the following position:
Team Leader for Work Package 3 (Capacity Development)
A. Responsibilities
In performing the tasks, the staff will work closely with WP3 team leader for GE-LAMAI, the deputy Project Director, and the provincial coordinators on capacity development works at sub-national and national level

Direct Supervisor: Principal Advisor
- Manage the capacity development component of LAMA-I including planning, monitoring and implementing the component portfolio and leading the team. Furthermore, the staff will be responsible for managing stakeholder and partners (incl. ICRAF and CCROM-IPB) relations, including communicating, networking and conducting the advisory processes, in order to achieve the targeted results
- Support the Project Director in building a smooth and productive relationship with the GoI counterparts particularly in Bappenas, Ministry of Agriculture and Ministry of Forestry. Furthermore, the staff supports the Project Director in the administrative communication with ICRAF.

1. Professional advisory services
- Assessment of the needs of capacity development at national and sub-national level to support low carbon development planning and mainstreaming
- Implement strategic capacity development measures at sub-national and national level
- Monitor the effectiveness of the capacity development measures
- Support the working groups in sub-national level in developing LAMAs
- Formulate and monitor plan of operations (PoO)
- Report the progress and result achievement according to the project monitoring guideline
- Lead internal team in managing the component portfolio
- Manage external stakeholders to support the policy development works
- Support the Project Director in managing the communication with ICRAF, CCROM and GoI
- Leading communications and networking with stakeholders of GE LAMA I, including the project implementation partner ICRAF and CCROM
- Develop a network of stakeholders for LAMA I in order to provide basis for enhanced capacity development, substance expertise and advisory processes in a strategic manner
- Provide inputs to related team members of LAMA I for website development, communication and information material related to GE LAMA I
- Supervise related staff of LAMA I for managing inputs for and conducting the knowledge management system of the project in accordance with GIZ rules and regulations
- Performs other duties and tasks given by the Project Director
- Carries out tasks relevant to the project, which may not be explicitly mentioned in the job descriptions.
- Have a minimum of ten years experiences in project management i.e. managing budget, personnel and stakeholders
- Strongly familiar with climate change program development in Indonesia including RAN/RAD GRK and REDD+
- Strong competency in planning, implementing, and monitoring the effectiveness of capacity development works
- Have some experiences in program and project development
- Hold master or PhD degree in relevant academic fields, among others: forestry, agriculture, environmental governance, natural resource management/economics;
- Have a good personal network with key positions in the relevant ministries
- More than 10 years experiences in relevant works
- Very good working knowledge of ITC technologies (related software, phone, fax, email) and computer applications (e.g. MS Office)
- Fluent written and oral knowledge of English
- Service orientation and proactive working style
- Good communication skills
