UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to provide technical assistance to Country Offices in the East Asia Pacific region for aligning country programmes to the Gender Action Plan (GAP) 2014-2017 and to support gender capacity development
Purpose of Assignment:
UNICEF is at an important turning point, as a new Sustainable Development framework has been adopted. Within this context, implementation of UNICEF’s Gender Action Plan 2014-2017 in alignment with the UNICEF Strategic Plan demonstrates the organization’s strengthened commitment to the promotion of gender equality and the empowerment of women and girls as its core mandate.
The Gender Action Plan (GAP) 2014-2017 specifies how UNICEF will promote gender equality through 4 targeted priorities and across all of its work at the global, regional and country levels. The GAP results framework includes 42 indicators tracking progress on program priorities and gender mainstreaming within UNICEF outcome areas (Health; HIV and AIDS; Water, Sanitation and Hygiene; Nutrition; Education; Child Protection; Social Inclusion) and benchmarks related to institutional effectiveness in achieving results on gender equality.
The consultant will provide technical assistance to country offices to align country programmes with the GAP, to plan and implement programme components advancing gender equality, and to increase gender capacity and expertise.
Work Assignment:Under the supervision of the UNICEF EAPRO Regional Gender Advisor, the consultant will conduct gender programmatic reviews, gender audits, capacity building initiatives, and provide gender-related technical assistance to the Regional Office and Country Offices in the East Asia Pacific region.
Activities and Tasks:The Gender consultant will work alongside the EAPRO Regional Gender Advisor for providing technical assistance to country offices during country programme development, support the design and delivery of required gender trainings, facilitate country office gender audits, develop or adapt gender-related tools and guidance, and provide demand-driven country office support.

- Perform Gender Programmatic Reviews of country office programmes in a participatory manner, guided by UNICEF programmatic review tools, by mapping country programme outputs and activities, conducting an in-depth gender review of selected outputs, and integrating specific action points into the programming process.
- Facilitate Country Office Gender Audits according to the recently developed light assessment methodology or by applying the full gender core package audit upon country office request.
- Support country offices in conducting gender analysis or the development of country gender profiles to identify gender bottlenecks and barriers as well as structural determinants.
- Design and deliver gender trainings, tailored to the context and requirements of external and internal participants, at both basic and advanced levels, and provide on-going mentoring and coaching to country office or sector teams upon country office requests.
- Assist with the development and/or adaptation of standards, tools, process guidance, action planning, or presentations for promoting gender equality programming and increasing gender capacities and expertise across country offices.
- Conduct detailed reviews of key documents from a gender perspective, such as Country Situation Analysis, Country Programme Documents, Country Programme Management Plans, Country Office Annual Reports, Programme Component Strategy Notes as well as major evaluations, gender audit reports, and mid-term reviews.
End Product(s): The consultant will prepare monthly reports on activities undertaken and completed against work assignments.
Estimated Duration of Contract: 120 working days over a period of 9 months (7 March – 7 December 2016)
Official Travel: Home based with extensive travel to country offices in the East Asia Pacific region.
Qualifications or Specialized Knowledge/Experience Required:

Qualifications or Specialized Knowledge/Experience Required:
- Advanced university degree (Masters or higher), preferably in the Social Sciences, Public Health, Gender Studies, International Development or other relevant field.
- At least eight years of progressively responsible professional experience at international levels and demonstrated track record of having undertaken and led substantive programming in and research on gender and development key issue areas that are the focus of UNICEF’s Gender Action Plan.
- Experience in designing programmes on gender and development, including gendered results frameworks.
- Experience as facilitator and gender trainer; including the design and delivery of basic and advanced gender trainings.
- Technical expertise in document review, data analysis, and report writing.
- Fluency in English; knowledge of a language in the East Asia Pacific region is an asset.

terminal expenses.
