World Food Programme Indonesia Country Office (CO) invites applications from eligible candidates for the following position:
Position: Logistics Officer (Emergency Preparedness & Response)
Post Grade: SC8
Starting Date: 1 March 2016
Duration: 6 months with possibility for extension
Contract Type: Service Contract
Duty Station: Initial 4 months in Padang (until 30 June 2016) then Jakarta (starting 01 July 2016), Indonesia
Rationale:
The
Logistics Officer works to assist the country office’s preparedness and
to develop partnerships with governmental counterparts and humanitarian
agencies in WFP’s core areas of competencies
- logistics and ETC – in the Provincial Level, in line with WFP’s
Strategic Objective 2, Goal 1: “To support and strengthen capacities of
governments to prepare for, assess and respond to disasters through
early warning systems, contingency planning approaches,
vulnerability analysis and mapping as well as disaster preparedness
initiatives at all levels of national government.”
Under
the direct supervision of the Head of Emergency Preparedness and
Response of WFP Indonesia; and with the technical support of the
Logistics and EPR Branches at Bangkok HQ, the Logistics Officer will
carry
out the following tasks:
Key Accountabilities
- Development of logistics response plans and processes ensuring compliance with wider logistics policies and WFP standards.
- Collect and analyse data through research and networking with colleagues to improve performance of local logistics operations.
- Preparation of accurate and timely reporting that enables informed decision making and consistency of information.
- Support the capacity building of partners for efficient and effective delivery of assistance to beneficiaries.
- Identify and build productive relationships with logistics colleagues and staff within West Sumatra.
- Follow emergency logistics preparedness practices to ensure WFP are able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.
- Act in an assigned emergency response capacity as required to meet emergency assistance needs.
Specific Job Requirements
At Provincial level:
- Work in close collaboration with the Head of BPBD and heads of Division/departments including; preparedness, logistics, response, planning and training.
- Liaise with all relevant departments, (i) within BPBD of West Sumatra Special Region, and (ii) with other concerned governmental agencies;
- Request, coordinate, facilitate and organize the necessary support from WFP’s experts and HQ’s technical departments;
- Get a clear understanding of existing BNPB / BPBDs Logistics Protocols and Logistics Networks, including SOPs between National, Provincial and District levels.
- Support the activities of the Provincial Logistics Cluster and involving emergency response related stakeholders at provincial level (military, humanitarian, Red Cross, UN, commercial logistic service providers, academics, etc.).
- Pay a special attention that all aspects of emergency logistics preparedness and response are addressed, and that training sessions, simulations, and emergency response planning activities, are included in the PLC activity plan.
- Ensure that the PLC workplan is properly funded by the relevant stakeholders.
- Develop – in collaboration with the management of the BPBD and the coordinator of the PLC - an exit strategy for WFP, including monitoring and evaluation, and ensuring the sustainability of the project.
- Support the Governor’s endorsement process (Governor Regulation/PERGUB) for the Provincial Logistics Cluster.
- Draft Provincial Logistics SOPs for the activation of the Concept of Operations and Emergency Logistics Response Plan previously designed, and for pre-identified Supply Chain mechanisms at provincial level. Support the related Provincial endorsement process.
- Engage with the National Logistics Cluster and other Forums in the National Level for the National Emergency Logistics Response Plan’s endorsement.
At National Level:
Support preparation and implementation for the following:
- Develop a Toolkit – including a Handbook, Guidelines and Training sections – for Emergency Logistics Planning & Coordination, based on the methodology developed in Yogyakarta and West-Sumatra.
- Design the methodology for the development of regional Logistics Planning & Coordination programmes (scenario identification, mapping of logistics capabilities, concept of logistics operations and supply-chain) and for Emergency Logistics Response Plans in Humanitarian Response Facilities coverage areas.
- Support the establishment of logistics coordination systems for Humanitarian Response Facilities (HRF).
- Provide ongoing expertise and technical advice to the National and sub-national level stakeholders.
Miscellaneous
- Provide training and guidance to junior staff, if necessary; and
- Perform other related duties as required.
Education:
Advanced University degree in International Affairs, Commercial or
Humanitarian Logistics,
Disaster Risk Management or other field relevant to international
development assistance, or First University Degree with additional years
of related work experience and/or trainings/courses.
Desired Experiences:
- Minimum of five years of postgraduate in Logistics, Emergency Preparedness & Response and Disaster Risk Reduction.
- Programmes design and implementation.
- Input into policy discussions and decisions.
Knowledge:
Demonstrated understanding of
EPR related areas and coordination with Government agency,
International agencies. Experience in facilitating/training in DRR is a
plus.
Language: Fluency in both oral and written communication in English and Bahasa Indonesia.
