Job Vacancy: Gender Mainstreaming Consultant
Background
ASEAN Parliamentarians for Human Rights (APHR) is committed to ensuring that gender equality and women’s rights principles are embedded within the organization’s programs and structure. To achieve this goal, APHR will work to design and implement a gender mainstreaming strategy, in line with the Beijing Platform for Action, which aims to remove all obstacles for women’s active participation and involvement in political and economic decision-making.
Purpose of the consultancy
To develop a gender mainstreaming strategy for APHR by providing substantive inputs, reviewing existing documentation, and providing concrete recommendations on how aspects of gender equality can be strengthened in APHR’s programs; and to oversee the initial implementation of the strategy based on an assessment of APHR’s current programs and office.
Objectives of the consultancy
APHR is looking for an international consultant to carry out an assessment of its programs and organizational structure and propose and guide the implementation of improvements to strengthen gender mainstreaming into all areas of APHR’s work, including strategies, operations, and activities.
The consultant shall develop a detailed proposal for the assignment based on the methodology below (and using as a baseline an initial Sida gender assessment already carried out) and is encouraged to submit improvements to the steps listed below if necessary. S/he is also required to:
Desk review
Conduct a desk review of APHR’s strategy, plans, and reports with a gender checklist that is
tailored to the specifics of APHR and its programs.
Interviews with stakeholders
Conduct in-depth interviews on current practices with APHR program staff, members,
Board members, and other identified stakeholders. Validate the findings from the desk
review and probe for explanations of the results.
Report writing
Based on the desk review and interviews, draft an initial report outlining the key findings.
Workshop to share findings
Organize a gender workshop in Jakarta to share findings and receive feedback from APHR
staff. Finalize the report, incorporating the feedback, and give a brief presentation to
decision makers to conclude the assessment.

Contract and Remuneration
Reporting to the Executive Director and Program Manager, this position is on a three (3)
month fixed-term contract. A remuneration package commensurate with the position’s
responsibilities will be negotiated with the successful candidate.

- Provide advisory support and expertise on developing gender-responsive programming (planning, budgeting, implementation, and monitoring) as an essential prerequisite for the promotion of human rights.
- Identify specific areas in which APHR should implement commitments, norms, and policy recommendations on gender equality and gender mainstreaming.
- Analyse and support the development of capacity on gender mainstreaming among program staff and members.

QUALIFICATIONS
- Advanced university degree (Master’s degree or equivalent) in gender studies, gender and development, human rights, law, political science, or a related field;
- In-depth knowledge of and experience with research and policy related to gender and human rights, gender assessments, and/or mainstreaming gender into policies, programs, and processes;
- Familiarity with human rights advocacy and issues in Southeast Asia;
- Experience working in Southeast Asia is considered an asset;
- Fluent verbal and written communication skills in English;
- Ability to work independently.
