Humanitarian Response Coordinator in Ethiopia

The post is to be filled as soon as possible, and is scheduled to end on 31 December 2016. The field location is Addis Ababa, Ethiopia. Duty trips to the project region are required

Objectives and responsibilities of the position 

The Humanitarian Response Coordinator is responsible for implementing and coordinating Welthun-gerhilfe's emergency relief and early recovery programmes in Ethiopia.

Key responsibilities: 

Assess/Analyze:
  • Analysis of the humanitarian context and response gaps in Ethiopia; 
  • Support/Train WHH staff and partners on emergency assessment methodologies, gap anal-ysis and humanitarian cooordination;
Strategic Response Planning:
  • Ensure a linkage/continuum between relief, recovery and on-going development pro-grammes;
Mobilisation of Resources:
  • With the agreement of the Country Director, liaise with humanitarian donors and actively seek humanitarian funding opportunities in line with the overall strategic response to the drought; 
  • Develop high quality proposals for emergency response; 
  • Liaise with HQ donor units and technical advisors to assure proposals meet internal stand-ards and are donor compliant;
Implementation: 
  • Provide regular situation reports and activity plans; 
  • Manage the implementation of relief and recovery interventions by the WHH staff team and support partners; 
  • Support on-the-job capacity building of WHH staff and partners for emergency response; 
  • Assure WHH staff and partners actively participate and contribute to federal, regional human-itarian, UN/INGO coordination mechanisms; 
  • Identify technical constraints associated with the implementation of the projects and propose innovative solutions in response to such constraints; 
  • Contribute to the process of selecting new implementation partners for emergency response; 
  • As appropriate, support the CD in the recruitment process of program staff for emergency response; 
  • Implement Complaints Response Mechanisms (CRM) for accountability and transparency reasons, particularly in respect of the beneficiary populations;
Monitoring
  • Advise and support the programme staff and partners on real-time monitoring of relief and recovery interventions;
Operational Review and Evaluation
  • Promote and contribute to learning and improvement of program quality (internal evaluation and joint visits);
Your qualifications will include:
  • A university or technical degree or training in the fields of emergency aid, agricultural sci-ence, food science or adequate training for the post 
  • Several years' project and management experience in implementing emergency relief aid measures of international (aid) agencies – preferably in the region
  • Experience in logistics
  • Coordination and organisational skills, even under difficult conditions 
  • Cooperation and team work
  • Very good knowledge of both spoken and written English
