BASIC PURPOSE
The basic purpose of the PM is to ensure smooth operation of the various program activities including distribution of food and non-food items, psycho-social support, water, sanitation and hygiene promotion and similar humanitarian support. Among others, coordination with related stakeholders including the UN agencies, Government and the local partners. Building local capacity is also an important purpose of the position.
QUALIFICATIONS
• BA/BSc. or equivalent in social or international studies, economics or other relevant technical field; MA/Sc. preferred. • Demonstrated ability to manage and communicate effectively with team members of varied work styles. • Demonstrated flexibility and creativity in planning and problem solving. • Proven ability to learn quickly, lead a program to achieve stated results and objectives. • Ability to effectively represent organization and its interests to key stakeholders. • Effective verbal and written communication, multi-tasking, organizational and prioritization skills. • Excellent oral and written English skills required; proficiency in Arabic or Kurdish is an asset. • At least 5 years of progressively responsible international relief and development program management experience. • Previous experience in operating and managing teams in conflict settings and insecure environments. • Experience working with host governments, UN agencies, national and international NGOs. • Previous experience in delivery of emergency interventions preferred.
POSITION ENVIRONMENT AND DIMENSIONS
The Program Manager (PM) is responsible for coordinating and implementing interventions for internally displaced people, refugees and the host communities. This position includes daily management of program activities and program staff, ensuring appropriate systems and support mechanisms The PM is a strong team player, able to develop, coach and mentor field team members and is an effective communicator, able to work with internal and external stakeholders to achieve common objectives. S/he is responsible for managing relationships with local partners and international agencies including UN agencies, beneficiaries, local authorities and the donor representatives, thus contributing to the achievement of the LWF World Service program objectives through innovation, program development and displaying expertise in emergency response, refugee assistance and humanitarian programming.
MAIN DUTIES
Strategy and Vision • Recognize opportunities for innovative action and create an environment where alternative viewpoints are welcomed. • Develop, plan and organize activities to secure resources for programs and convince stakeholders to provide support. Leadership • Demonstrate flexibility, resilience and ability to maintain positive relationships and cooperation, even under pressure. • Maintain highest ethical standards and treat people with respect and dignity. Representation • Identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, local governments and other stakeholders. • Communicate effectively to ensure overall project targets and donor obligations are met. Program Management • Oversee program start-up and on-going program management and administration of teams across various field locations. • Ensure that program implementation is responsive to communities and partners and consistent with LWF World Services’ relevant program guidelines, principles, values, quality standards and strategic plan. • Develop program implementation strategies and action plans including beneficiary targeting, distribution process as well as WASH, psycho-social support and other components of the program. • Establish and maintain effective program reporting, monitoring and evaluation systems for both internal and external use in coordination with the program staff, including end-user monitoring to ensure that designated households are receiving standard and intended support. • Integrate LWF World Service’s core commitments – Human Rights; Impartiality; Accountability to the Communities it assists; Gender Justice and Climate Justice and environmental protection into all activities as appropriate. Ensure the application of Core Humanitarian Standards (CHS) in all program activities. Team Management • Create and sustain a work environment of mutual respect where team members strive to achieve excellence. • Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews. • Hire, orient, and supervise new team members as necessary. • Provide team members with information, tools and other resources to improve performance and reach objectives. • Contribute to country team-building efforts, help team members identify problem solving options and ensure the integration of all team members into relevant decision-making processes. Finance & Compliance Management • Ensure compliance with donor and LWF World Services’ regulations related to emergency programming. • Draft and/or review scope of work to hire and manage any technical consultants, including review for technical efficacy and contract budget. Safety and Security • Ensure compliance with security procedures and policies as determined by country leadership following the Country Security Plan. • Proactively ensure that team members operate in a secure environment and are aware of policies.

Local capacity in the field of NGO work in the program region is comparatively low. The role of the PM should be instrumental in coaching, mentoring and building capacity of local staff. Presently, there are many actors in the humanitarian field in Kurdistan region of Iraq (KRI)hence securing funding support in this competitive environment requires significant efforts. However, Kurdistan region is considered as safe to operate, especially as compared to other parts of Iraq.
