Background
The
Government of Indonesia (GoI) is committed to accelerating the pace of
poverty reduction and the President of Indonesia has declared that
poverty reduction is among the highest development priorities of his
administration. In a bid to intensify the poverty reduction effort, GoI
has elevated the overall oversight and coordination of poverty and
social protection programs to be under the Vice-President's Office.
Through Presidential Regulation No. 15/2010, the National Team for the
Acceleration of Poverty Reduction (Tim Nasional Percepatan
Penanggulangan Kemiskinan, TNP2K) was founded and given the mandate to
carry out those oversight and coordination roles.
The
Government of Australia is supporting TNP2K under a program called
MAHKOTA - Menuju Masyarakat Indonesia Yang Kokoh Sejahtera (Towards a
Strong and Prosperous Indonesian Society). MAHKOTA is a flexible
facility administered by Cardno that is able to respond to Government of
Indonesia priorities, provide top Indonesian and international
expertise, and allow the Government of Indonesia to take risks with
innovating policy.
Cardno
is seeking a Monitoring and Evaluation Specialist for KIAT Guru which
is a pilot project to improve teacher performance and accountability of
teachers. The purpose of this position is to ensure effective monitoring
and learning of KIAT Guru Pilot Phase, and to ensure quality of data
and information collected. The KIAT Guru Pilot Phase will test a few
models of intervention that tie payment of APBN teacher allowance with
teacher’s attendance and performance measures involving community
participation. The Pilot Phase will be implemented starting in April
2016 until December 2017 in up to 5 districts and up to 200 villages and
primary schools. The Monitoring and Learning Specialist will; (i)
develop rigorous monitoring and learning framework and systems based on
program and impact evaluation design, (ii) develop monitoring tools,
instruments and modules to track implementation progress of KIAT Guru
activities, to analyze qualitative and quantitative data, information
and learning points from models of interventions; (iii) manage
processes of data collection, reporting, and analysis, and capturing
impact, lessons learned from the program implementation ; (iv)
supervise, coach, and mentor direct supervisees and KIAT Guru District
Team.
Responsibilities Includes:
- Develop rigorous monitoring and learning framework and systems, based on program and impact evaluation design
- Develop monitoring instruments and modules to track implementation progress of KIAT Guru activities, in order to effectively analyze qualitative and quantitative data, information and learning points from models of interventions
- Manage processes of data collection, reporting, and analysis, and capturing impact, lessons learned from the program implementation,
- Supervise, coach, and mentor direct supervisees; advice, train and provide regular input to KIAT Guru District Team to ensure the quality of qualitative and quantitative data & information gathered.
Selection Criteria will include:
- Master Degree in Statistics, Economy, Public Policy, Development Studies or similar qualitative and quantitative discipline or social policy; Bachelor Degree with a combination of additional 3 (three) years is accepted in lieu of a Master’s Degree
- A minimum of 3 years of experience in monitoring and learning/evaluation/research of education/ community empowerment sector, preferably a specialist in monitoring and evaluation of program/project in education/health sector in remote area development, with a minimum of 2 years of experience working with international and national government/NGO and/or district governments.
- Proven experience and knowledge of designing monitoring and learning/evaluation frameworks and/or instruments and modules especially related to policy reform by using policy based research in responsive governance, education, or community empowerment.
- Proven experience and knowledge of implementing monitoring and learning/evaluation frameworks and instruments especially relating to policy based research in responsive governance, education, or community empowerment.
- Strong knowledge and skills in qualitative and quantitative instruments and software for monitoring and evaluation in the field of education, or community empowerment.
- Proven analytical, qualitative and quantitative reports and analysis.
- Proven ability to supervise qualitative and quantitative analyst and to advice national and district team related to the implementation of monitoring and evaluation framework and instruments.
- Proven record of strong client relations, with ability to work in sensitive situations, and challenging policy environments, including in providing prompt and quality response to client requests.
- Demonstrated strong interpersonal skills, including to effectively communicate internally / externally, share information with colleagues, clients and the management.
- Proactive, highly motivated and a self-starter. Proven record of strong performance working in teams (teamwork) as well as working independently / with minimum supervision.
- Proven ability to prioritize and manage time efficiently as well as multitasking; including to meet tight deadlines as well as managing uncertainty and adjust to a changing work program.
- Fluent in written and spoken Bahasa Indonesia
- Fluent in written and spoken English is an advantage.
