CWS Indonesia Job Vacancy: Disaster Risk Management Specialist - Jakarta, Indonesian

CWS Indonesia is an international relief, development, and refugee assistance agency that has been operating in Indonesia for many years under an agreement with the Ministry of Social Affairs. CWS Indonesia is the field office of CWS, Inc., headquartered in New York. CWS assists the most vulnerable, regardless of their religion, race, ethnicity, or gender.

CWS is implementing a SOLIDARITAS (Supporting Local Institutions in Disaster Response Initiatives and Preparedness) Program funded by DFAT, with the intent of strengthening the capacity for disaster risk management to reduce the impact of natural disasters on communities in Toraja Utara, South Sulawesi and Timor Tengah Selatan, Nusa Tenggara Timur. The program undertakes this by strengthening the district level disaster management agencies (BPBD) and establishing and strengthening the capacity of the Community DRM Groups.

To support the implementation of the program, CWS is looking for candidates to fill the following position:

Disaster Risk Management Specialist – Jakarta based - 1 position
 
JOB SUMMARY: Under the Direction of CWS Program Director, the Disaster Risk Management Specialist (DRM Specialist) functions are to provide DRM policy and advisory services; support the DRM processes; and liaise with national and provincial BNPB personnel and other DRM actors at the national level. The DRM Specialist should also support the Program Manager with technical DRM knowledge and expertise for quality activity implementation, and for monitoring and evaluation. The position also requires coordination/ communication with local counter parts and CWS program staff. It also requires managerial, administration and documentation skills needed to improve and strengthen the work of implementing partners.  Travel for monitoring is required. An ability to be flexible in working with local counter parts and as part of a “team” is essential

RESPONSIBILITY AND TASKS:

Provide policy and advisory services
  • Provide technical leadership in the development of the DRM system for Toraja Utara and Timor Tengah Selatan that is participatory and inclusive; and link them to the provincial and national DRM policy and technical support initiatives.
  • Develop pilot innovative approaches for community engagement in support of their preparedness and resilience to disaster that prioritize linking response to the rights and needs of vulnerable communities to local government DRM quality and accountability.
  • Lead advocacy efforts for better DRM protocols to comply with existing or improved regulation and for increased budget.
Support the DRM Processes
  • Support the mainstreaming of the relevant SOLIDARITAS strategic objectives.
  • Develop a comprehensive program that improves the effectiveness of key local government DRM responsiveness through strengthening capacity and accountability.
  • Advise on the building of government and community capacity to understand and respond to the DRM rights and needs of marginalized and vulnerable people.
  • To create synergies by linking SOLIDARITAS to DFAT DRM development cooperation programs such as InaSAFE and the Emergency Operation Center (Pusdalops) in Makassar and Kupang.
  • Oversee the full implementation of SOLIDARITAS Program in Tana Toraja and Timor Tengah Selatan.
Support the Program Manager with technical DRM knowledge and expertise
  • To assist the Program Manager and the Implementing Partner in the use of the community based (CBDRM) approach to increase effectiveness from DRR/DRM planning and action.
  • To assist the Program Manager and the Implementing Partner in providing technical assistance (education, information access, training, etc) to both community and local government.
  • To assist the Program Manager and the Implementing Partner in supporting the organizational and institutional strengthening in the local communities, government, and BPBD.
  • To assist the Program Manager and the Implementing Partner in linking the district preparedness and response systems to those at the provincial level.
  • To assist the Program Manager and the Implementing Partner in introducing the BNPB disaster resilient village (DRV) program.
  • To assist the Program Manager and the Implementing Partner in achieving DRV status i.e.: the ability to anticipate any danger, the ability to avoid, the ability to adapt to disaster risks, and the ability to recover quickly.
  • To assist the Program Manager and the Implementing Partner in integrating spatial data into local DRM planning and decision-making by using InaSAFE software. 
Monitoring and Evaluation
  • Review the midterm evaluation report submitted by the implementing partner both financially and programmatically.
  • Provide feedback based on the evaluation findings.
  • Field monitoring to verify the midterm report. 
Other Tasks
  • Do other task as requested by the Program Director.
Qualifications:  
  • Advanced university degree (Master) in social sciences, rural development, and management or a discipline relevant to resilience and disaster risk management
  • At least 5 years of increasingly responsible international development experience;
  • Extensive experience in project development especially in the areas of DRM and crisis prevention and recovery.
  • Policy Advice and Knowledge Management;
  • Knowledge of the international resilience and DRM system and agenda;
  • Knowledge of BNPB Regulation and Guidelines;
  • Ability to provide inputs for the application of disaster risk management to decision-making;
  • Ability to develop evidence-based policy advice;
  • Ability to develop planning and advocacy documents involving multiple stakeholders;
  • Promotes a knowledge sharing and learning culture;
  • Ability to lead strategic planning, result-based management and reporting;
  • Fluency in English and Bahasa Indonesia is essential;
  • Excellent computer and information system skills;
  • Ability to establish effective working relations in a multicultural team environment;
  • Demonstrates advanced oral and written communication skills;
  • Demonstrate strong team management skills;
  • Demonstrates excellent analytical and organizational skills;
