SUMMARY OF JOB RESPONSIBILITIES
The
Asia Foundation seeks experienced candidates for Human Resources (HR)
Manager position. The HR Manager
provides an overall leadership role on human resources management in the
Indonesia office. S/he supports recruitment, induction, staff development and
personnel benefits, and plays a role to facilitate effort towards overall staff
welfare, internal equity and job satisfaction. The HR Manager supports Head of
Units in recruitment, and works with the CR/DCR ensure offers to incoming
candidates reflect the market, salary history and internal equity
considerations. S/he oversees regular updates to the Employee Manual, as well
as other personnel policies. The HR Manager oversees the annual performance
review process, and participates in the coordination of staff development
activities. The HR Manager manages the issuing of consultant contracts. S/he also supports the CR in government
liaison services, for the TAF MOU as well as the Ministry of Manpower. The HR
Manager supervises HR assistants who assist with the management of personnel
and consultant files, services for international staff (visas, work permits,
housing, etc), health insurance claims, consultant support services, and other
administrative needs. The candidate should
be a team player and a problem solver.
JOB
FUNCTION
Personnel Management
Establish and maintain an “open
door” policy for all staff for the purpose of counseling and advising on
personal or career related matters, or issues of staff harmony within the
office. Advises CR/DCR accordingly. Involved in development and implementation
of human resources policies and procedures for the Foundation. Keeps abreast of
personnel issues in the INGO sector, leading on salary surveys and other
information exchanges to ensure that TAF’s salaries, benefits and personnel
policies are competitive. Regularly review and update as needed Foundation Employee
handbook. Provides a “new employee orientation” for all newly hired staff
members. Maintains personnel records of all employees. Advises CR/DCR on the
performance review process. Manage staff health insurance and other benefits
schemes. Ensure staff have an understanding of and are able to access
insurance/benefits schemes, including submission of claims and reimbursements. Advise
CR and DCR on compliance with Indonesian labor laws. Oversee the management of
Ministry of Manpower documentation such as Jamsostek registration, IMTA,
Company Regulations, Mandatory Report of Manpower, and Report on Employee’s
Welfare and Deed of Supervision.
Professional Development
Liaise with unit heads on the
development of up-to-date Job Descriptions. In close coordination with Unit
Head and Finance Director to provide suggestion and recommendation for staff
development trainings, skill-building, and other development refer to staff
performance target and plan.
Government Liaison.
Assist the CR/DCR in maintaining positive
relationships with the Ministry of Foreign Affairs and others government units
associated with TAF’s MOU. Responsible for overseeing the staff who secure the
following documents for international and national staff and consultants:
visas, work permits, multiple-exit re-entry, exit permits, certificate of
police registration, driving licenses, duty free cards, transfer documents,
passports, shipments, duty free purchase/import (PP19) of vehicles or household
goods and any other documents required by the government of Indonesia.
Requirement
- At least 7 years of progressively responsible experience in human resources management.
- Thorough knowledge of human resources management and administrative best practices
- Previous responsibility ensuring procedures and practices are compliant with Indonesia’s Manpower Act and other local labor law is a plus.
- Experience implementing professional development systems is preferred.
- Experience with financial administration and budget management preferred.
- Fluent Bahasa Indonesia and English, both written and spoken, are required.
- Bachelor’s degree in Human Resources Management, Business Administration, Financial Management, or comparable degree is required.
- Master’s degree in a comparable field strongly preferred.
