Within the framework of the PAI (Programme ACCÈS INNOVATION) in OPT, the adviser will work with mostly civil society organizations such as: JOHUD, INJAZ, FDA.
JOB CONTEXT
The program’s central strategy rests on the appointment of Canadian technical advisors (or technical advisors holding Canadian permanent resident status) in the countries of intervention, with a mandate to increase the technical, administrative and financial capabilities of local partner organizations. This support should enable partners to innovate and generate sustainable changes in their environment in terms of economic growth, food security, gender equality, good governance and environmental sustainability. To that end, the program focuses on the development of innovative intervention models and approaches, through a process that is supported by a network of Canadian partners composed of recognized civil society organizations, research institutes and socially responsible businesses.
In terms of target population, Oxfam puts women at the heart of all its interventions, acknowledging that women are too often denied opportunities and lacking decision-making and influencing power. To this end, Oxfam and partner organizations implement in all countries a specific gender justice strategy – including the elimination of violence against women and girls – to support the creation of an environment free from violence in which women can fully claim and enjoy their rights.
JOB DESCRIPTION
Under the PAI country coordinator’s management, the gender justice adviser will work in collaboration with Oxfam team (country, region and headquarter) toward achieving the programme’s results in gender justice and providing support to partners in her/his area of expertise.
According to Oxfam’s policies, norms and procedures, the gender justice adviser will undertake the following responsibilities:
Development of gender justice as a thematic area
Canadian citizenship or Canadian permanent resident status.

According to Oxfam’s policies, norms and procedures, the gender justice adviser will undertake the following responsibilities:
Development of gender justice as a thematic area
- Monitor and follow published research work on gender justice in the region and within Oxfam confederation;
- Support gender country analysis;
- Coordinate the design of the gender justice strategy for the PAI and its integration/articulation within Oxfam’s country strategy (OCS);
- Contribute to the development of new partnerships and alliances in the country (especially with feminist and women’s rights organizations) based on the designed gender justice strategy; Participate in the coordination of Oxfam’s various thematic strategies at both country and regional level.
- Support local partner organizations in performing/updating their organizational assessment and capacity building plans in gender justice;
- Support local partner organizations in identifying and planning for innovations to be developed in gender justice within the PAI, with the support of Canadian partners;
- Support the design of training plans for local partner organizations according to their specific needs identified in the assessment and capacity building plans (gender-based violence, women’s economic empowerment, feminist transformative leadership, etc.). The adviser will also need to identify and mobilize the resources required to implement the training plans, with the support of Oxfam’s country and regional teams, and Oxfam-Quebec’s gender justice program manager;
- Promote active involvement of local partner organizations in Oxfam’s awareness-raising campaigns and dialogue spaces in gender justice.
- Support partners and allies in the quantitative and qualitative assessment of the results achieved in gender justice;
- Supervise reporting on results achieved in gender justice at country level;
- Support capitalization of learnings and innovations generated by Oxfam, partners and allies in gender justice (lessons learned, good practices, methodologies, approaches, success stories, etc.).
- Participate in Oxfam’s networks of expertise related gender justice (violence against women and girls, feminist transformative leadership, women’s economic empowerment in agriculture);
- Facilitate partners’ and allies’ participation in networks of expertise related to gender justice, especially those coordinated by Oxfam;
- Coordinate and facilitate experience sharing in the region, especially innovative experiences implemented by partners and other stakeholders;
- Contribute to the visibility of Oxfam’s and partners’ expertise in gender justice, in national and international networks through various media (articles, conferences, videos, testimonies, etc.).
Canadian citizenship or Canadian permanent resident status.
QUALIFICATIONS
EDUCATION
- University degree in women/feminist studies, sociology, international development, social work or any other relevant field.
- At least (3) years of relevant experience in gender justice;
- Work experience in a multi-disciplinary team;
- Work experience in international development an asset.
- Work experience in the country of assignment an asset.
- Proficiency in Gender and Development (GAD) approach ;
- Knowledge in gender and emergencies an asset ;
- Strategic planning for international development ;
- Result-based management ;
- Excellent oral and writing skills ;
- Inter-cultural sensitivity ;
- Multi-tasking ;
- Design and adaptation of training material ;
- Facilitation skills ;
- Knowledge and understanding of the women’s and feminist movement in the Middle East an asset.
- Microsoft Office Suite 2010 (Word, Excel, Outlook and PowerPoint) and Skype.
- Excellent oral and written English
