Job Description
- Prepare Budgets for donor funded projects and provide forecasted project expenditures periodically.
- Provide monthly cash flow projections relevant to projects.
- Ensure efficient burn rates and conduct variance analysis for project expenses.
- Prepare timeline of activities in accordance with the project plan and ensure that the requisite deadlines are met.
- Develop, negotiate, and manage project subordinate agreements (contracts, sub-agreements, work orders, consultant agreements, etc ). Oversee and review the issuance of subordinate agreements including sub-recipient proposals and documents to assure compliance with PATH's and the donor's standard provisions.
- Oversee financial monitoring and assist with the coordination and financial management of project sub agreements in accordance with proper accounting principles and donor requirements. Ensure compliance with local laws, donor agreements and internal PATH policies with regard to sub-agreements. As and when required provide necessary training to sub-recipients.
- Coordination with operations team at Delhi for all financial/ administrative processes.
- Scrutiny and verification of bills / invoices submitted by vendors, consultants and contractors before releasing payment as per PATH policy
- Develop and maintain tracking sheets for ongoing payments that should serve as backup documentation for releasing installment related payments.
- Seek information on the project activities from sub-offices in order to track, monitor, and if necessary flag activities, in order to ensure smooth flow of operations.
- Assist with complete travel/logistical coordination for project team visits in coordination with Team leader Administration at PATH.
- Develop and manage project annual budgets within the PATH PLAN Bud system.
- Develop and maintain a project financial tracking system that provides RPM and other stakeholders- with annual as well as life of project comparison of actual expenditures against award/proposal.
- Facilitate in donor reporting as and when required.
- Facilitate in procurement of goods and services, Ensure compliance with PATH and donor requirements in selection of vendors, and negotiation of terms. Monitor performance, review deliverables and compliance with procurement terms & conditions..
- Coordinate between team leaders and HR for recruitment, hiring, and orientation of new project staff and consultants; serve as Hiring Coordinator on People Source for project postings.
- Orient technical staff on project’s contractual, financial, and administrative systems/tools, and provide periodic updates on the same.
- Serve as a key contact on administrative and financial matters for the project team, other PATH teams, external collaborators and donors. Represent PATH externally to collaborating partners and donors
Required Skills
- Proven financial management and budgeting skills with specialization in project management.
- Demonstrated administrative and/or project management skills.
- Demonstrated skill in budget development, financial tracking and analysis.
- Good communications skills - both written and spoken English.
- Proficiency with Microsoft Office suite; particularly Excel.
- Knowledge of Accounting
- Preferable: Experience in managing US Government/Gates Foundation grants
- Well-organized and attention to details with good follow-through skills;
- Excellent negotiating and communication skills;
- Proven interpersonal skills and ability to work effectively independently and in a team;
Required Experience
- Post graduate degree in management, finance, accounting,economics or relevant plus at least 5 years of total experience with 2 years of relevant experience in administrative and/or project management and contract functions that demonstrate skill in budget development, financial tracking and analysis.
- Experience working with major donor awards will be preferred.
- Must have legal authorization to work in India.
