Gender-Based Violence Specialist:
The
Swedish Civil Contingencies Agency (MSB) is currently looking for a
Gender-based violence specialist for a project in Cameroon.
The
project intention is to support UN Women in Cameroon in delivering
expertise and material in order to establish so called Women Cohesion
Spaces in Minawao, Ngam and Timangolo in Cameroon.
The Women
Cohesion Spaces are put in place with the objective to provide discrete
and efficient psychosocial services to women and girls who are survivors
of sexual and gender based violence. Each space will have a listening
room for group and individual therapy, counseling, a shelter for
temporary accommodation of survivors, space for trainings and official
ceremonies, a buckaroo for meetings and a child space. The Women
Cohesion Spaces will also be a center for women’s economic empowerment.

Duties:Conduct
and consolidate a situational/gap analysis with/for UN Women and
implementing partners at the sites where Women Cohesion Spaces will be
located, with the purposes to;
- Establish a baseline for each Women Cohesion Spaces to track changes following the MSB/UN Women project
- Identify possible areas for improvement to be addressed within the course of the project
Document
lessons learned and key aspects of the Women Cohesion Spaces to develop
a program concept (for reproduction/adaptation in other areas):
- Develop a plan of action based on the situational/gap analysis for each Women Cohesion Spaces
- Develop SOP for the rational use of the Women Cohesion Spaces.
- Develop/consolidate and roll out SGBV Standard Operating Procedures for the area in partnership with relevant state and non-state actors (including guiding principles, procedures, roles and responsibilities in the prevention of and response to Gender-Based Violence in emergency).
- Develop/consolidate a program concept for the Women Cohesion Spaces that includes both technical and programmatic approaches and results in a framework that can be used for establishing new Women Cohesion Spaces
- Pilot and revise the program concept in the establishment of new Women Cohesion Spaces
- Provide technical guidance as needed on the design, planning, implementation, monitoring and evaluation of Women, Peace and Security projects and tools linked to the Women Cohesion Spaces to ensure overall efficiency and effectiveness of the program delivery and achievement of results – and to ensure the implementation of international standards (e.g. IASC GBV guidelines, GBV Area of Responsibility supporting resources).
- Facilitate training on recommended SOP’s for UN Women staff and implementing partners
- Coordinate and collaborate with working groups to ensure integration of GBV minimum standards in activities in the Women Cohesion Spaces
- Proactively engage with relevant stakeholders to ensure that GBV coordination bodies reflect a multi-sector approach (including GBV actors in health, psychosocial, legal, security, etc.) and categories of actors (UN, NGO, civil society, women’s groups, national women machinery, government, etc.).
- Engage in data collection and information sharing, as well as in writing reports and documenting lessons learned from programming related to GBV-activities in the Women Cohesion Spaces in order to deepen the knowledge base among relevant partners – UN Women, implementing partners, MSB staff and other actors on local, national and global level.
- You will be expected to perform other duties as required.
Experience:A
minimum of 5 years professional experience in the humanitarian or
development assistance field, preferably at an international level,
including at least 2 years professional experience in GBV programming.
- Awareness and demonstrable knowledge of gender issues and their relevance in humanitarian settings
- Demonstrable knowledge of multi-sectorial response to GBV (includes health, psychosocial support, security and legal response)
- Awareness and demonstrable knowledge of how GBV manifests in humanitarian settings and/ or in phases of early recovery and/or disaster risk reduction contexts - and ability to describe context-specific prevention and response actions
- Demonstrable knowledge of humanitarian emergency operations, including the Cluster System and the humanitarian program cycle (HPC), and roles/responsibilities of key humanitarian actors.
- Demonstrable knowledge of, and preferably experience of using, IASC Guidelines for Integrating Gender-Based Violence Interventions in Humanitarian Action; Reducing risk, promoting resilience and aiding recovery and other relevant tools
- Experience of capacity development and coaching
other staff and the knowledge and skills in participatory methods for
community development and mobilization.
Education:
As a
minimum, a Bachelor degree, but preferably an Advanced degree in social
work or other social sciences, public health, community health,
international relations, international law, human rights or a related
field.
Languages:
Fluency in French, both spoken and written, is a requirement. Excellent written and spoken English is essential.

- Good computer and new technologies skills.
- Ability to apply an intersectional and cross-cutting approach
- Experience of working with civil society organisations on GBV, is an advantage.
- Experience of working in the area of child protection and/ or the field of sexual and reproductive health is an advantage.

A capacity for working under pressure is essential, as work is often performed under difficult and demanding conditions, where the focus frequently shifts due to changes in priority.
- You must possess a high level of professional and personal maturity together with an ability to establish and maintain effective working relationships with colleagues, managers and external partners, such as UN organizations, NGOs, recipient governments and host populations.
- You are expected to have excellent
analytical and communicative skills, show initiative and take both a
hands-on and an analytical approach to tasks and problems.
Contractual conditions;
- Working with the MSB on international operations means that you are temporarily employed by the MSB. The MSB pays salary as well as a comprehensive allowances and benefits package to field staff on international operations, ranging from free home leave travel to access to psychosocial support. In addition, participants on induction training and relevant specialist training courses receive remuneration from the MSB.
- If selected for this position an evaluation will be done after the mission. The evaluation can result in an offer to be registered on the MSB roster. When you are registered on the MSB roster you can continuously receive interesting international job opportunities and invitations to stimulating and valuable trainings and exercises.
- A registration on MSB’s roster is valid for three years. After this period your registration will be evaluated and you may be offered an extended registration. After being registered on the roster you need to conduct the MSB’s induction training and any specialist training courses required.
