i+solutions is a young and dynamic organization located in Woerden (Netherlands) with local offices in Washington DC, Burundi and Rwanda. In Woerden we employ about 60 persons and work with sub-contractors across the globe. Our clients include international organizations such as WHO, UNFPA, Ministries of Health and of Foreign Affairs, USAID, the Global Fund, UNITAID, NGO’s and private companies. We are the major pharmaceutical procurement partner in the US Government-funded PEPFAR program and the Pooled Procurement Mechanism (PPM) for the Global Fund, with a total yearly procurement volume over 800 million USD.

i+solutions is a member of the Partnership for Supply Chain Management (PFSCM), the partnership of various professional organizations managing the Supply Chain Management System (SCMS), as well as the Pooled Procurement Mechanism (PPM) projects.  Besides procurement services, i+solutions provides long-term technical assistance to improve supply chain systems within the broader context of health system strengthening. These services are often provided in the framework of long-term projects in LMICs which include capacity building.  

We are looking for a:

Senior Consultant with Program Management Responsibility 

Within the Training, Consultancy and Projects (TCP) Department at i+ solutions’ headquarters in Woerden, the Netherlands, we are searching for an additional senior expert on development and strengthening of Logistics Systems for health commodities with ample experience in program management. Like all senior experts within i+ solutions, the selected candidate will engage in and contribute positively towards strategic decision making upon request of the TCP Manager. The senior consultant will be proactive in enhancing the quality of i+ solutions’ performance, in representing i+ solutions towards the international professional community and in the development of new initiatives.

 i+solutions is the lead partner of a consortium, who has been awarded a Capacity Building Services contract funded by Global Fund to provide supply chain integration services to the Federal Ministry of Health in Nigeria. In his/her first year, the senior consultant will dedicate about 80% of time to the innovative and ambitious Nigerian Supply Chain Integration Project (NSCIP).

The senior consultant will be responsible for overall management and administration of the multi-stakeholder project, supported by the deputy program manager in Nigeria and by a project officer in Woerden office.

Key Responsibilities:
  • Manage the i+ consortium of international and local partners in 2016/2017 and other consortia in response to RFAs/RFPs, particularly for complex, large-scale programs.
  • Function as the focal point and liaison between the consortium, and both the donor and the coordination unit of the Federal Ministry of Health of Nigeria.
  • Manage communications with internal and external stakeholders related to the NSCIP project.
  • Lead and support internal capacity building within i+ solutions related to pharmaceutical supply chain system strengthening.
  • Collaborate with senior specialists, program officers, country representatives, business development staff and others to conceptualize and design proposals for new projects and/or amendments to current projects.
  • Maintain a network of professional contacts; negotiate partnership agreements and budgets; coordinate teaming agreements, memoranda of understanding, and other institutional agreements with partners.
  • Represent i+ solutions in international fora and conferences; contribute to the international discussion by providing lectures, presentations and publications.
  • Other related tasks, as needed.
Qualifications
  • Masters’ degree in International Development, Logistics, Business Administration, Public Health or any other discipline relevant to the position.
  • Minimum of 10 years’ relevant experience in senior positions, of which minimum 5 years as a program manager of complex multi-stakeholder projects.
  • At least four years’ relevant working experience in one or more LMICs.
  • Knowledge and understanding of LMIS design and data management.
  • Experience in setting up of logistics management units/centers will be an advantage.
  • Proven successful track record with proposals to large international donors.
  • Demonstrated skills organizing teams to produce high-quality standards on tight deadlines.
  • Proficiency in English; command of French or Spanish is a plus.
  • Ability to travel up to 50% of time.
  • Demonstrated competence with Microsoft Office Suite applications, including Word, Excel, Outlook, Project and Power Point. Preferably advanced user level of MS Excel.
Conditions of Employment
This is a fulltime position for a workweek of 40 hours, starting as soon as possible. We offer a dynamic and pleasant working environment in a professional international organization, attractive salary and secondary benefits. You will be entitled to 30 days of holiday based on fulltime employment (40 hours per week). Travel costs are compensated in accordance with i+solutions regulations. We offer participation in the pension fund ‘Aegon‘ and the normal holiday pay (8% annual salary). In addition we offer resources for training and development.
