Duties and Responsibilities
In general to assist Human Resources Associate in personal administration and other HR related matters, including the process of recruitment and appointment of staff, performance management and welfare issues of staff under area of responsibility. Under the direct supervision of the Human Resources Associate, the incumbent will perform the following responsibilities:
- Initiate calculations for payments related to personnel issues such as settlement of travel claims, overtime claims, hazard pay, Medical Claims/MIP reimbursements, shipment costs and others.
- Assist newly arrived international staff with administrative formalities related to
their accreditations, security/ground passes, arrange travel and hotel reservations. Assist with shipment of their personal effects in coordination with the logistics section. - Provide advice to staff members on their rights, obligations, benefits and entitlements according to the UN/UNHCR staff rules and regulations.
- Assist in processing local staff members’ contracts, entitlements and benefits in accordance with Staff Rules and established HR procedures at UNHCR Indonesia.
- Provide clerical support in the recruitment, assignment, reassignment of local general
service staff and other HR matters – such as short-listing candidates, arranging briefing schedules for new staff/interns, drafting letters to obtain government clearances (ex: visa, TAX exemption or others). - Maintain personnel records in the office, including maintenance of the attendance, overtime and leave records.
- Provide administrative support to staff and dependents in case of medical evacuation, update and arrange Medical Examination schedules, maintain and update the agreements with certain hospitals.
- Initiate routine correspondence on HR matters for the authorizing officer’s approval.
- Perform other duties as required.

Education: Minimum completion of secondary education with training/certificate in Business
Administration, Office Management, or Human Resources Management, but preferably a University Degree in these relevant field.

Experience: Four (4) years of previous relevant work experience, in Human Resources or Administration. Experience of working in a multi-cultural environment or UN is an added asset.
Nationality: Citizen of Indonesia; Non-citizen with Indonesian permanent residence.
Languages: Excellent knowledge of English and Bahasa Indonesia (written and spoken) is essential; knowledge of other UN languages is an asset.
Desirable Skills: Good knowledge of UNHCR work; High IT affinity and working experience of PeopleSoft/HR system.
Working Relationships:
- Within UNHCR.
- With External Parties: contacts with a variety of persons at the Ministry of State Secretary, the Ministry of Foreign Affairs, the Directorate of Immigration as well with certain Hospitals in Jakarta and out-posted locations (Aceh, Medan, Pekanbaru, Surabaya, Kupang and Makassar).
