Source of Funds
The
Government of Sierra Leone has received funding in the amount of Twenty
Eight Million, Five Hundred Thousand United State Dollars ($28,500,000)
from International Development Association IDA of the Word Bank,
Multi-Donor Trust Funds (MDTF) - European Union (EU), DFID and pool
funding from the AfDB towards the cost of Public Financial Management
Improvement and Consolidation Project and intend to apply part of the
proceeds of the funding for eligible payment under the contract for the
consultancy services for the recruitment of Free Balance Technical
Expert.
Objective of the Assignment
- The main purpose of this assignment is to provide directly to the GOSL a seasoned resource with solid Free Balance software technical background that will provide customization and enhancements services together with technical support (level 1 and 2) for Free Balance (Core Financials & Budgeting) Version 7 across the GOSL.
- More specifically, this
engaged consultant shall provide expertise services on the following
Free Balance (current versions and Version 7) application modules:
- Financial Accountability
- Government Fixed Asset
- Government Stores and Inventory
- Purchasing Accountability
- Government treasury Management
- Revenue Accountability/Government Receipt Management
- Procurement and Contract Management
- Government Performance Budgeting
- Budget Book Builder
- Civil Service Management
- Brief Description and Tasks to be Performed by the Consultant
The selected consultant is expected to provide the following consulting services:
- Work closely with the designated FreeBalance Functional Consultant (GOSL) on maintaining the approved list of business and functional requirements of the GOSL
- Determine the options (customization versus configuration) available for the implementation of the approved requirements in Version 7
- Provide detailed review and analysis of the end-to-end requirements
- Provide data mapping requirements to the IFMIS vendor
- Execute changes and or modifications to the instance of FreeBalance Version 7 in line with the requirements of the user (GOSL)
- Conduct overall review and evaluation of the technical design and solution architecture as presented by the software vendor
- Lead the government's technical team in all the phases of the migration effort to include the design, development, testing, implementation and deployment phases
- Troubleshoot, support and maintain the migrated FreeBalance Version 7 application suite across government
- Ensure that the FreeBalance Version 7 Migration team provides a system specifications document capturing the list of all approved requirements along with the detailed features and functions for the requirements
- Collaborate with the designated functional consultant in working with the GOSL to deliver FreeBalance Version 7 Core Financials and Budgeting workflow customizations and configurations documentation
- Work closely with the FreeBalance Version 7 migration team in ensuring that the vendor covers the users' needs fully from the planning stage to the requirements gathering, application design (including System Requirements Specifications – SRS), testing, implementation, deployment, maintenance and support stages of the migrated IFMIS for the GOSL
- Identify any gaps, defects or deficiencies in the deployed systems meeting the documented requirements of the GOSL
- Work closely with the functional teams and the FreeBalance technical team on the requirements and needs for interfacing specific FreeBalance application modules to other government systems (EFT, CS-DRMS, ITAS, etc.) and also actively collaborate with the IFMIS vendor or other third-party vendors that will be tasked with providing the build for a given interface
- Conduct training and knowledge transfer to the GOSL IFMIS technical team (ICTD - MOFED) and resources within and outside of MOFED
- Implement qualitative systems changes and modifications that are functional or technical in nature for Version 7 across the GOSL IFMIS landscape
Duration of the Assignment
The initial duration of this assignment is twelve (12) months and it is expected of the consultant to be available to report for this assignment immediately after the successful conclusion of this recruitment process. The duty station is Freetown, Sierra Leone

- The Public Financial Management Improvement and Consolidation Project (PFMICP) now invites eligible individual Consultant to indicate their interest in providing the services. Interested Individual Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.
The shortlisting for this position shall be based on the following criteria:
- Minimum Bachelor's Degree in Finance, Computer Science, Management, Economics, Information Technology or related field from a recognized university. Additional post graduate qualifications are an added advantage.
- Minimum of 3 years'experience in the implementation of FreeBalance Version 7 Core Financials and Budgeting application modules but with 4 or more years of experience being an added advantage. Preferably, the consultant will have working experience in Sub-Saharan Africa that required interfacing with other government revenue and expenditure systems at the national government (preferably Anglophone) level
- The consultant must have demonstrative background knowledge on creating and configuring task sequence in FreeBalance Version 7 application platform
- The consultant must have experience in enterprise-grade systems implementation project with strong process analysis, design, and documentation skills
- Excellent MS Office and MS product knowledge
- Strong interpersonal skills with superior written and verbal communication skills
- Extremely detail oriented and customer focused
- The consultant must have previous experience with ERP platform implementations but with FreeBalance experience an added advantage
- The consultant must have at least two full implementation lifecycle experience for the FreeBalance Version 7 application
- Previous requirements gathering experience in Enterprise Resource planning implementations for the public sector.
- Experience in sub-Saharan African is required.
