Job Description:
The
Technical Specialist, Economic and Market Development will provide
technical leadership for World Vision Canada’s (WVC) work in Economic
and Market Development. The position will focus on expanding WVC’s
programming in Economic Development and will play a critical role in
developing, growing and supporting WVC’s capacity and expertise in the
sector, through strategically developing, directing and managing
programs; developing donor relations and securing donor funding and
advocating for appropriate policy with a focus on results based
management. The position represents WVC internally and externally,
working collaboratively with the other Programs & Policy technical
specialists as well as other WVC departments and the larger World Vision
partnership.
The primary responsibilities of the position are as follows:
Expand
the scope and diversity of the organization's programming in Economic
and Market Development through technical support for resource
acquisition and donor engagement, as well as providing technical and
management oversight as appropriate by:
- Reviewing Economic Market-led Development programming related resource acquisition opportunities, including support to prepositioning WVC with donors, grant proposal writing and review, and grant start up and implementation.
Strengthen
the capacity of program stakeholders in Canada and field partners in
Economic and Market development through training, coaching and mentoring
to support quality programming through:
- Maintaining current knowledge of research findings, standards and guidelines for Economic and Market development programming through accessing relevant state-of-the-art approaches, innovations and good practice bench marks and sharing these with WVC and its partners.
- Developing institutional Economic and Market development capacity building strategies driven by donor and field needs in collaboration with the other departments and support the execution of these plans.
Ensure
WVC's Economic and Market Development programs and policy influence
initiatives are aligned with global best practices as well as WVI global
Economic and Market development technical standards by:
- Providing technical support to Economic and Market development programs in both emergency and development contexts. This support includes guidance on the design, implementation, monitoring and evaluation of programs, through ongoing correspondence with field partners, review of proposals and reports, and regular field visits.
Enhance
the credibility of WVC’s sectoral expertise through the establishment
of strategic partnerships and alliances for external representation of
WVC’s programming by:
- Representing WV’s work in Economic and Market development to partners, donors and the industry through publications, correspondence, dissemination of assessment findings and lessons learned, and participation in professional conferences and networks as well as policy discourse and influence.
Job Requirements:
- Master’s degree in Economic and Market development, Development Economics, Agriculture Economics, Agri-business, Resource economics or other related discipline.
- Minimum of five years’ experience developing, leading and managing complex, large scale economic or market systems development initiatives with a financial focus or component in a developing country environment.
- Experience in pro-poor market based approaches (M4P) to economic development, market systems, small business development, entrepreneurship and the business environment in the international development context both in emergency as well as development contexts is key to this position.
- Experience using Results-Based Management and related tools as well as in policy influence and economic policy development.
- Ability to mobilize stakeholders into partnerships and alliances, lead and facilitate collaborative processes.
- Excellent facilitation skills, strong interpersonal communication skills, both verbal and written, strong negotiation, diplomacy, strong leadership and team work skills.
- Database management or familiarity with statistical software is an asset.
- Regular international travel required.
