SHORT DESCRIPTION:

Country  Coordinator
S/he will be line managed by the Program Director who is based in Manila, Philippines. His/her duty station will be in Yogyakarta, Indonesia. S/he will be in charge of team management and projects implemented in Indonesia and Timor-Leste. In collaboration with the Operational Coordinator s/he will also be in charge of finding funding opportunities for Indonesia & Timor-Leste.

Handicap International (HI) is an International NGO specialised in the field of disability and development with objective to support people in situations of disability or vulnerability, whatever may be the cause and the environment underlying that situation (extreme poverty, exclusion, deficient social and health systems, serious violation or denial of basic rights, natural disasters, violence and armed conflict).

Handicap International in Indonesia has been a regional program with Timor-Leste since 2012. Following the new federal strategy of Handicap International around the world,  in 2017, the Program will merge with HI Program in Philippines. The Philippines Program will lead the regional program with projects implemented in the three countries. The Country Coordinator will be the main interlocutor for Indonesia & Timor-Leste projects.

In order to ensure the good projects implementation and monitoring process as well as the good collaboration with Handicap International’s partners in Indonesia & Timor-Leste (different ministries, INGOs, NGOs, international donors etc.), Handicap International is currently looking for the following position for its office in Yogyakarta:

Position Title: Country Coordinator
Location: Yogyakarta
Closing date: September 30, 2016
Salary Range*): Between Rp 16.000.000 and Rp 22.400.000

*)Starting salary amount will be based on objective weighting of qualification and experience of the successful candidate.

The salary scale is currently being reviewed with a potential increase in 2017

TASKS/RESPONSIBILITIES

The tasks in particular are:
  • Manage the team in Indonesia/Timor-Leste and report to the Program Director in Manila about HR issues
  • Implement and monitor the Regional Program Framework (for Indonesia and Timor Leste 2013-2017) and its Mid Term Review and contribute to the development of further strategic frameworks
  • Ensure sound fundraising activities in order to secure long-term funding in Indonesia and Timor-Leste according to the Regional Program Framework priorities.
  • Forge and strengthen contacts with current and new donors.

  • Ensure that appropriate and adequate arrangements are made in advance in order to allow the Program to respond in a timely, effective and appropriate manner to the needs of the population affected by natural disasters.
  • Manage, entor and further increase the capacity of national staff.
  • Maintain and foster operational partnerships and synergies with Ministries, International and Local NGOs, DPOs and public and semi-public structures.
  • Capitalize experiences and good practices of the Indonesia & Timor-Leste projects.
  • Act as the security officer for Indonesia and Timor Leste
DUTY STATION: The Country Coordinator will be based in Yogyakarta  with frequent travels to the field (mainly Timor-Leste and Nusa Tenggara Timur province), Jakarta and Philippines.

PERSONAL QUALIFICATIONS AND REQUIREMENTS
Essential:
  • Master Degree/equivalent experience related to the profile
  • Minimum of 7 years working experience in team management and project development (financial and budgetary procedures, organization, planning, reporting, implementation of the project cycle …)
  • Experience in partnership management, preferebly with Disabled People’s Organizations and in implementing participatory approach
  • Project development/proposal writing skills and fund-raising capacity
  • Excellent comprehension of Project Cycle Management  and Monitoring &Evaluation tools
  • Excellent leadership, direct and remote control managerial skills.
  • Excellent analytical, planning, organizational and task prioritization skills.
  • Mentoring and capacity building skills.
  • Excellent organizational and coordination skills
  • Excellent representation and communication skills
  • Fluent in English & Indonesian (written & spoken)
Desired:
  • Master Degree in Development/Social Science/International Relations
  • Good knowledge of disability issues
  • Knowledge on Gender
  • Knowledge on DRR and Emergency Response will be highly appreciated
Initial contract will be for a period of 12 months starting on November 15th with a renewal possibility.
