Roles and responsibilities
- Contribute to the development and implementation of IHP Extension work plans and budgets;
- Support the Program Director in the implementation of his/her duties;
- Assist PD in OSIRIS related functions, including contract development, fund requests and reporting;
- Provide overall direct supervision of the IHPSOTL (ISEAN Hivos Program Satellite Office in Timor Leste); serves as OIC of IHP in Timor leste
- Coordinate with local Timor Leste partners towards proper and well timed program implementation;
- Carry out SR field visits and participate in program monitoring and evaluations in line with work plans;
- Provide guidance for SRs on program implementation and reporting;
- Work closely with SRs on the preparation of projects and contracts (with consultants and other implementing partners);
- With the PD, RM&EO, F0 and GO, monitor the achievement of indicators, including program achievement and budget expenditure; ensure that variance analysis is conducted; and prepare the required reports, including the PUDR;
- Provide support in organising regional and national coordination meetings, including liaising with participants on these events;
- Represent the ISEAN Hivos Program where necessary at national and international meetings and events;
Knowledge, experiences and competencies
- Bachelors level- University Degree in Development, Public Health or equivalent in a relevant field. Master’s degree is preferred.
- With at least 2 years’ experience in working with Global Fund Programs preferred, Experience in developmental organizations or international NGOs (e.g. UN system) may be considered preferably in the field of HIV-AIDS and Key Affected Populations (KAPS);
- Strong knowledge of project cycle management as well as established skills in program implementation and established experience in capacity building activities.
- Indonesian citizen;
- Excellent communication skills with fluency in written and spoken English.
- Familiarity with the issues of MSM, Transgender and HIV in the region is preferred.
- Willing to be based in Timor Leste. In addition, willing and able to travel regularly within the South East Asian Region
