Urban Water, Sanitation and Hygiene 'Penyehatan Lingkungan Untuk Semua'
(IUWASH PLUS) program is a five-year initiative designed to assist the
Government of Indonesia in increasing access to water supply and
sanitation services as well as improving key hygiene behaviors among
urban poor and vulnerable populations. Implemented by DAI Global LLC,
IUWASH PLUS works with governmental agencies, the private sector, NGOs,
communities and others to achieve the following "high level" results:
- An increase of one million people in urban areas with access to improved water supply of which at least 500,000 are from the poorest 40% of the population; and
- An increase of 500,000 people in urban areas with access to an improved sanitation facility and all of whom are from the poorest 40% of the population.
To ensure that
improvements in access to WASH services are sustained, IUWASH PLUS is
guided by a development hypothesis that focuses on strengthening service
delivery systems so they can more effectively reach the poorest and
most vulnerable segments of the population. In order to achieve this at
scale, IUWASH PLUS undertakes activities through four interrelated
components, including: 1) Improving household WASH services; 2)
Strengthening city WASH institutional performance; 3) Strengthening the
WASH financing environment; and 4) Advancing national WASH advocacy,
coordination and communication.
To achieve these outcomes IUWASH-PLUS need high caliber incumbent to fill the position of Administrative and Procurement Officer (JOB Code : APO-JKT)
Task and Responsibility:
The
Administrative and Procurement Officer will be responsible for managing
the procurement process for all services and commodities within the
Jakarta office and overseeing the execution and compliance of
procurement procedures for both the Jakarta and IUWASH Plus regional
offices. As part of this role, she/he will work with senior managers
to develop procurement, inventory management, and vehicle usage
procedures, and be responsible for ensuring all procurement and
administrative staff under her/his purview are adequately trained and
comply with established policies. Also, the Administrative &
Procurement Officer will manage the inventory management system for the
Jakarta office and oversee the allocation and tracking of resources
remotely through TAMIS and inventory audits of regional offices. At the
end of the project she/he will manage the disposition process of
project commodities.
Importantly, the Administrative and Procurement
Officer will work with the Deputy Chief of Party for Operations to
implement systems for record retention and vehicle logs across the
Jakarta and regional offices to ensure files are maintained are
organized consistently and can be accessed on call when needed. Though
the Administrative and Procurement Officer will be based in the Jakarta
Office, she/he will be responsible for conducting audits of regional
administrative and procurement systems and ensuring regional staff are
adequately trained and aware of IUWASH PLUS administrative and
procurement procedures for standardization and compliance.
Minimun Qualification:
- A bachelor’s degree in a relevant fields;
- At least 5 to 10 years of experience in Procurement, Administration and Logistic.
- Having experience in implementing prequalification process.
- Experience in report writing, preferable in English
- Experience in working with International Donor Agency Program, USAID programs is highly desirable.
