Project Overview and Role
In
April 2015, the Ministry of Education and Culture (MoEC) launched its
five year strategic plan (RENSTRA 2015 ? 2019) which sets out the
ministry's
strategic priorities and targets for the five year period. One of the
mission statements of the MoEC RENSTRA is "realizing strong educational
and cultural actors" which is supported by several targets for improving
the skills and competencies of teachers and
education personnel. For example, MoEC's RENSTRA aims to increase the
competency and skills of teachers and education personnel as measured by
a competency test from 4.7 in 2014 to 8.0 in 2019.
The government has provided ministerial regulations and has set-up
competency test to measure the cognitive skills of teachers and
education personnel. The teachers competency test (UKG) measures
pedagogical and professional dimensions; the principal competency
test (UKKS) measures managerial, entrepreneurship, and supervision; the
supervisors competency test (UKPS) measures academic supervision,
managerial supervision, education evaluation, research and development
dimensions.
It is apparent that there is still potential to improve the capacity of
teachers and education personnel. The average score in 2015 showed the
following results: UKG 56.69; UKKS 56.37; IKPS 55.26. A study on the
competency of principals and supervisors in 2013
provided inputs on the areas required to increase the competencies of
supervisors and principals in all dimensions. The report mentions that a
large number of supervisors had not participated in regular training at
any level in the last three years. Principals
rated lowest on supervision competency dimension and using ICT for
management and teaching and learning purposes.
Meeting the national RENSTRA targets and associated indicators will
require the collaboration of districts. Since the commencement of
decentralization in 1999, the appointment of teachers and education
personnel has become the responsibility of districts (with
the exception of senior secondary schools which has become the
authority of the provincial government). Therefore, achieving national
targets requires districts to prioritise and plan for improving the
competency of teachers and education personnel within
their own education RENSTRAs.
To evaluate whether this is actually happening, MoEC has requested DFAT
support to conduct a review of the extent to which district education
RENSTRAs and their annual work plans and budgets (RKA) align with MoEC's
2015-2019 RENSTRA, specifically in relation
to priorities and targets set out in the national RENSTRA for the
professional development of teachers and basic education personnel. The
results of the review will enable MoEC to engage in dialogue with
district governments to plan and budget for professional
development programs, and thus improve the likelihood that the RENSTRA
targets will be achieved.
Responsibilities
The Researcher for document review is expected to:
- Participate in briefing activities.
- Read and identify indicators related to the development of teachers and education personnel in the district RENSTRAs. Each researcher is expected to read documents (Renstra, DPA, and RKA, or their equivalent) from up to ten districts.
- Fill-in the required instrument.
- Actively participate in group discussion and contribute to study findings.
- Conduct other tasks related to the activity.
Requirements
- Preferably a Master's degree in education, public policy or economics.
- Experience in the education sector.
- Good understanding of the policy making and budgetary process.
- Familiar with quantitative data.
- Able to make contributions during group discussions.
Period of work
The activity will be implemented in Jakarta for 6 days in the first or second week of October 2016.
