Position title: Education Coordinator
Responsible to: Project Coordinator
Place of assignment: Sittwe, Rakhine State, Myanmar
Type of assignment: Single posting with R&R every ninety (90)days to Yangon, Myanmar

Job purpose:
The Education Coordinator is responsible for the overall leadership, planning, implementation, monitoring, and reporting of all Education projects/programs/interventions in Rakhine State. She/He will be responsible for the capacity building of national staff. Guided by the INEE minimum standards (2010) and LWF Program policies the Education Coordinator key functions include:

Planning, implementation and monitoring:

  • Responsible for detailed planning of the approved project/program activitiesin accordance with the budget, time line, LWF regulations and funding agency/donor regulations
  • Address specific issues encountered by the LWF Sittwe team during the implementation and monitoring of EiEand education development activities
  • Prepare annual workplans and budget and submit to the Project Coordinator for approval
  • Mobilize staff for the implementation of the planned activities
  • Work closely with other units in the organization
Staff capacity building:
  • Appraise staff performance and assess capacity building needs of individuals and the team
  • Provide technical assistance to the staff
  • Conduct trainings or workshops for the staff
  • Build a strong and productive team

Assessments, proposal writing and reporting:
  • Conduct and/or organize assessments when needed and prepare project proposals with EiE team and Project Coordinator
  • Conduct regular assessments of education needs, both in camps and in villages of Rakhine State in general, finalize reports with specific practical recommendations
  • Prepare proposals for Education as new funding opportunities arise
  • Assist the Project Coordinator to finalize project proposals
  • Prepare routine reports as per agreements with funding agency/donor
  • Prepare reports for the Government
  • Prepared reports as and when necessary and requested by the Project Coordinator, Program Coordinator and the Regional Representative
Relationships:
  • Maintain team work spirit with all staff
  • Maintain cordial relationship with Government Authorities and EiE Sector/Cluster Members
  • Maintain cordial relationship with representatives of funding agencies/donors
Coordination/Networking/Collaboration/Mainstreaming:

  • Be in close contact with State Education Department (SED), District Education Office (DEO) and Township Education Office (TEO) staff
  • Represent LWF in Education in Emergencies (EiE)Sector/Cluster, Protection Working Group and Child Protection Sub-Sector
  • When appropriate participate in other Cluster/Sector/Working Group meetings
  • Coordinate with Camp Coordination & Camp Management (CCCM) Cluster and CCCM staff to mainstream education activities into CCCM
  • Coordinate with WASH Cluster and facilitate integration of WASH activities in schools at camp, host and surrounding villages.

Monitoring and reporting
  • Design monitoring tools to monitor log frame indicators and activities, analyze the data and submit routine reports to the Project Coordinator
  • Undertake continuous monitoring visits to all the project areas and take corrective measures
  • Maintain basic data for all activities
  • Fulfill funding agency/donor reporting requirements
  • Maintain “process report” of all activities and best practices and submit to respective as necessary

Any other duties as may be assigned by the Project Coordinator, Program Coordinator or the Regional Representative.

Qualifications:
Master’s degree in Education from a recognized institution.

Experience:
Minimum of five years’ international experience implementing education projects in complex crisis situations, linking education to early recovery, longer term solutions, reconciliation and peace initiatives.Diverse geographical professional experience preferred.

Working conditions:
  • The Sittwe position is a non-family posting due to the lake of family support facilities and the political and inter-ethnic tensions that occasionally turn violent.Security guidelines and precautions provided by LWF and UNDSS must be followed.
  • Local groups watch the actions of INGO staff carefully. Cultural sensitivity and conservative living habits are very important.
  • Very good working relationships exist with the State Education Department and the EiEsector/cluster members.
  • The project is an emergency humanitarian project and therefore the employee is on 24 hour call. To compensate this situation rest and relaxation leave to Yangon is required every 90 days.
  • The employee will be housed with other expat staff in a furnished house in Sittwe town of Rakhine State.
  • There are many restaurants and stores and most everything needed for a comfortable living situation is available in Sittwe or can be obtain during visits to Yangon.
  • Project vehicles and drivers are for office use as a priority but may be used in the off hours with permission of the Project Coordinator.
  • Office facilities with work station and all necessary equipment and materials are provided.
  • A hard working, committed and dedicated team is in place. But English communication is a mild challenge.
  • Although the posting is challenging, safety and security policies are in place and risks are minimal, and easily mitigated with the right mind set and respectful behavior.
  • Much can be and is being accomplished to assist the internally displaced people (IDPs), host communities, surroundingvillages and other conflict affected population in the Rakhine State.
